"The change was approved by the Los Angeles police commissioners at the request of chief William Bratton, who said that 92 percent of the alarms are false -- wasting time and money in a city struggling with gang violence, a spike in violent crime and a shortage of officers."

So while the state is making it infinitely more difficult for law-abiding citizens to defend themselves with firearms and forcing them to rely more on the police, the police are announcing a stated policy of ignoring those who need them.

"When the president was governor of Texas, as I understand it, he signed a bill allowing anyone age 21 or over with no crime or mental health problem a permit to carry a concealed weapon.
