The crazy quilt of concealed carry reciprocity laws among the states too easily snares law-abiding gun owners in needless confusion and possible legal hassles. Sen. John Cornyn has just the legislation to fix the mess. �Each state decides which permits from other states it recognizes as lawful, and some recognize none,� reminds Emily Miller of The Washington Times. Mr. Cornyn's Constitutional Concealed Carry Reciprocity Act would resolve that problematic situation by requiring all states to honor all other states' concealed carry permits. |

Connersville, Indiana police chief David Counceller .....
According to the Indy Star, the 34-year veteran of the Connersville Police Department accidentally shot himself in the leg with a 40-caliber Glock handgun. This was the second time in 15 years that Counceller had accidentally shot himself.
The first time, he was acting as a third-shift captain and was unloading a gun before taking it to the gunsmith. Counceller failed to check if there was a bullet in the chamber. There was and it went through his hand. "That one really hurt," he told the Indy Star.
This time, he was at a local gun shop. Counceller, off-duty at the time, had taken his Glock out to compare the firearm to a newer model. |

HOUSTON A Madisonville woman is suing after she says she was wrongfully arrested for alleged drug possession in November 2011.
Laura Covington filed the suit in a federal court in Houston. She alleges that her ex-husband Jeffery Covington set her up to be arrested for the drug charge so he could win custody of their kids. Jeffery Covington was a sergeant with Madisonville's police department in 2011. He was indicted by a grand jury in 2013 that he worked with several narcotics informants to plant crystal meth on Laura's vehicle.

Murder charges were dropped Wednesday against a family friend suspected of killing a man who was allegedly assaulting a 13-year-old Boy Scout, authorities said.
The investigation is still ongoing. Police said the charges were dropped against Carmen Reyes, 53, because detectives need more time to gather evidence in the case.
Reyes is the family friend of a 13-year-old boy who was attacked about 5 a.m. Saturday while helping his mother load the car for a camping trip. The assault happened near 182nd Street and Van Ness Avenue in Torrance. |

The Second Amendment was front and center this week as the Castle Rock Town Council gave its initial OK to repeal an ordinance prohibiting open carrying of firearms in public buildings and parks.
After hearing statements for nearly four hours Tuesday night from 53 people � 24 in support, 28 against and one neutral � the council passed the repeal on a 4-3 vote.
"I think it shows the residents of Castle Rock that their town council will stand up for their constitutional freedoms when possible," Castle Rock Mayor Paul Donahue said Wednesday.
Donahue, an investor in the Centennial Gun Club, said his vote for the repeal reflected his constituents' wishes.

Nevertheless in finding that the bans satisfied intermediate scrutiny, Judge Skretny credited the state�s evidence on the public safety implications of the bans over that advanced by the plaintiffs. His reasoning, in this regard, created a Catch-22 for law-abiding gun owners. �There � can be no serious dispute,� he wrote, �that the very features that increase a weapon�s utility for self-defense also increase its dangerousness to the public at large.� In other words, the court seemed to indicate that the easier a firearm is to use, and the more effective it is in stopping an adversary (or multiple adversaries), the less protection it should be afforded under the Second Amendment. |

More than a year after the high-profiled rape of 23-year-old Nirbhaya on a bus in Delhi, a new state-run gun manufacturing company has developed a .32-caliber revolver specially designed for women in self-defense against any sexual harasser or rapist. This weapon is small and light enough to be carried in a purse and costs 124,000 rupees, or around $2,000.

It appears that some bureaucrat in Alabama has decided to post Alabamans� rest stops with signs that are toxic to the second amendment and Alabama law. As reported on opencarry.org, the signs say �No weapons beyond this point�.
It�s the AL rest stop eastbound I-10 @ AL/ MS line, about 15 miles west of Mobile.
According to Skidmark at opencarry.org, rest stops are not listed as prohibited places for possessing weapons.
Alabama�s preemption law was strengthened in 2013, as part of a package of second amendment friendly reforms. |

"I was driving down Main Street to go get lunch and I saw a man with a rifle on his back," Angela Arthur said.
That was the sight that sparked concern and a flurry of 911 calls to the Andrews Police Department on Wednesday afternoon.
"I was gonna stop at Allsups but then I thought he maybe was gonna go in there so I changed my mind and just went somewhere else because it's scary," Arthur said.
The man is Michael Keoughan, a U.S. Army veteran.
Arthur snapped the picture while Keoughan was walking down the street not far from Andrews Middle School
"He was just calmly walking," Arthur said. "You wouldn't think anything of it unless he didn't have a gun." |

In the second full week of the 2014 legislative session, two more pieces of pro-gun legislation have been introduced in Denver.
Senate Bill 90, introduced by state Senator Randy Baumgardner (R-8), would eliminate the requirement for step-relatives to submit to a background check during the legal transfer of a firearm.
Senate Bill 94, introduced by state Senator George Rivera (R-3), would repeal the egregious and rights-infringing bill passed last year by anti-gun Democrats in Denver that criminalizes the private sale or transfer of a firearm. |

Things are looking up for gun owners in Illinois. On January 6, 2014, even as some 4,500 concealed carry applications flooded the state�s online portal on its first full day of operation, Obama-appointed U.S. District Judge Edmond E. That rule says clearly that you can not have both a FOID or concealed carry card and a medical marijuana card.
Christian County Sheriff Bruce Kettelkamp has been a vocal opponent of medical marijuana.
"I would hate to see anybody in possession of firearms, if they're under the influence of narcotics," said Kettelkamp, "or if they're under the influence of alcohol."
But he does not support this proposed rule.
"I just don't think anyone should have their second amendment rights taken away from them because they're on a prescription for a pain killer," said Kettelkamp. |

About 1:45 p.m., Braden broke into a home on S Old Jones Road in Citrus County and got into a struggle with Theron Dunn, who lives on the property, according to the Citrus County Sheriff's Office. Dunn fatally shot Braden, investigators say.
Dunn, 37, didn't have a phone, so he posted a message on Facebook asking someone to call 911. Deputies arrived and found Braden of Crystal River dead at the scene.
Dunn has not been charged. The case will be turned over to the State Attorney's Office for review.
"All indications are that this was self-defense," said Citrus sheriff's spokeswoman Heather Yates. |

Polls, and simply talking to people, demonstrate that gun owners are not a monolithic group. The gun lobby, such as the NRA, doesn�t speak for every person with a gun, but it has the most money and can afford to speak the loudest and with the most leverage over politicians.
The gun-law-reform advocates have put forward proposals and ideas, and they�ve been met with the �no� response. It�s a cop-out. |

Sen. John Cornyn, R-Texas, has filed the Constitutional Concealed Carry Reciprocity Act of 2014, which is going to raise an interesting issue about how conservative states rights advocates approach the bill.
Cornyn�s bill essentially extends a conceal carry permit issues in one state to all other states. For example, if I have a conceal carry permit granted in Mississippi and am traveling in Maryland, which does not have conceal carry permits, they would still have to recognize it. (Ditto for states that do have conceal carry permit laws.) |

A new Quinnipiac poll released today reveals that President Barack Obama is getting low ratings from voters on a number of issues, and that 53 percent believe his administration is �not competent� at running the government, and only one percent think gun issues should be a priority for the president and Congress this year.
Far more important than gun control are the health care, jobs and unemployment, and the economy, the poll revealed. |

Worried parents and employees are taking self-defense into their own hands, purchasing bulletproof boards to protect themselves in the event of a mass shooting.
As CBS 2′s Kristine Johnson reported, the items look like typical school supplies � a whiteboard, a backpack and a clipboard. But if you take a closer look, they are actually bulletproof shields that can buy time if faced with school or workplace violence.
�If there�s an emergency, I want my people to have something to defend themselves,� said Bob Carpenter, who bought 15 bulletproof boards for his Delaware school.
�We have whiteboards here anyway,� he reasoned. �Why not have ones that are bulletproof if, God forbid, there is an emergency?� |

A public information meeting on the state�s firearm concealed carry law was called off in Glenview when village officials believed it could become confrontational.
State Rep. Laura Fine, D-17th, organized the meeting for Wednesday night in the community room at the Glenview Police Department, 2500 E. Lake Avenue.
She said village officials recommended she cancel the presentation upon learning of an online posting on the Illinois State Rifle Association�s website and Facebook page.

A man reportedly shot an intruder at his home on West 40th Avenue Wednesday afternoon, according to authorities.
At about 1:08 p.m., Clearlake Police Department (CPD) officers responded to a report of a shooting that had just occurred in the 4600 block of West 40th Avenue, Sgt. Rodd Joseph stated. The caller, identified as Christopher Charles, reported that he just shot an intruder in his home. When officers arrived at the home, Charles was found on scene; however, the intruder, whose name is being withheld because of medical reasons, had allegedly already taken off on foot, Joseph stated. Within a few minutes, officers reportedly found the intruder in the 14600 block of Uhl Avenue. |

Strong criticism from gun rights activists followed emotional testimony from parents whose children died in the Newtown, Conn., school shooting as lawmakers considered a bill yesterday to expand background checks for firearm sales in New Hampshire.
The bill, proposed in the House this year, would require background checks before all firearm sales, including gun show and internet sales. Many of its opponents were concerned that it would prevent gun owners from allowing friends to have or borrow their firearms without clearance from a licensed dealer. A violation of the bill would be a felony-level offense. |
