People convicted of violating the Utah sodomy law before such laws were determined in 2003 by justices of the U.S. Supreme Court to be unconstitutional wont be restricted from being issued a Utah Concealed Firearm Permit, according to a new state-rule amendment which has the effect of law.
The amendment was adopted on Jan. 7 and reversed a three-month-old requirement to restrict the permits of applicants who were convicted of state sodomy-law violations. The requirement was part of the Utah Department of Public Safety rule R722-300 "Concealed Firearm Permit and Instructor Rule" that was renewed in October -- more than two years after the rule expired. |

And one fact is usually ignored: Back then, Tombstone had far stricter gun control than it does today. In fact, the American West's most infamous gun battle erupted when the marshal tried to enforce a local ordinance that barred carrying firearms in public. A judge had fined one of the victims $25 earlier that day for packing a pistol. |

It's called "Cop Watching," where people tape police officers as they make stops and arrests. Tommy Frane says it's not that people who do the taping are against police officers, but they want to hold them accountable, like they do all public officials.
But when Frane and his friend, William Kilgore, did it Saturday night, Kilgore landed in jail. Frane says it is something you hear about in fascist countries and China, where people can't look at their public servants or hold them accountable. |

Josh Loftin's article on January 6 headlined "Two U of U officers put on leave over gun policy release" covers a current controversy about carrying firearms openly on the University campus. But Mr. Loftin's thesis is eclipsed by a more sinister issue. President Young's memorandum to his police appears to have been private, that is, the police had their directive, but the policy was not announced.

An Emergency Services Unit cop fired one shot, hitting the 76-year-old man in the stomach. The mistaken victim was taken to Jacobi Medical Center in stable condition. In a strange twist, a source said the detective involved in the shooting lost his father, also an ESU cop, when he was killed in 1983 during a clash in the Bronx with an emotionally disturbed person. Police said Saturday's incident began around 7 a.m. when Bronx Narcotics and ESU cops hit a fourth-floor apartment in a six-story building ... The shooting victim wasn't identified.

More than 20 months after King County Sheriff's Deputy Matthew Paul mistook Christopher Harris for an assault suspect and slammed him into a cinema building wall in full view of a nearby security camera, Harris can still no longer walk, talk, or eat on his own.
Paul, meanwhile, remains a deputy, having long ago escaped charges stemming from the incident.
But a civil suit that started yesterday and will continue into next week may provide funds to support the 24/7 care needed to keep Harris alive. |

It happened around 7 a.m. as a tactical squad entered a Bronx apartment to arrest a man on a narcotics charge, the New York Police Department said.
As the raid unfolded, one of the arresting officers, Andrew McCormack, inadvertently discharged his weapon, striking the suspect's 76-year-old father in the stomach, according to a law enforcement official who spoke to The Associated Press on condition of anonymity because of the sensitivity of the ongoing investigation.

RICHMOND - Gov. Robert F. McDonnell has quietly lifted the ban on people carrying firearms openly in Virginia's state parks, reversing a policy put in place by his predecessor.
Gun-control advocates decried the move, saying the decision could hurt the state's tourism business, while gun-rights advocates said the directive was overdue. It also was not unexpected, as McDonnell (R) had opined as attorney general three years ago that the Department of Conservation and Recreation's guns-in-parks ban exceeded its authority when it enacted the rule under then-Gov. Timothy M. Kaine (D). |
