A battle plan in the "fight against domestic violence" received near universal support at a public hearing Tuesday, but few expect it to become law without major revisions.

As drafted by the Commission to Study Domestic Violence, the bill...contains a controversial provision that would allow judges to seize handguns from people under temporary protection from abuse orders.

Providing further evidence that the Democratic gubernatorial primary will become a politically bloody bout, Robert P. Casey Jr. said Tuesday he would not sign a pledge against negative campaigning.

�If you are a voter deciding whether or not one person should be entrusted with enormous power � there has to be some basic scrutiny that�s applied to a candidate,� Casey told newspaper publishers and editors at a debate. �That�s part of the process. People understand that and expect it.�

At Monday evening's Novi City Council Meeting, a first reading of a proposed new ordinance to ban weapons in City buildings and at public meetings was read, discussed, and passed on a 5-1 vote. Mayor Clark, while indicating that he is a strong supporter of Second Amendment rights, spoke strongly in favor of the new ordinance, as did Council Member Landry. Police Chief Douglas Schaefer also spoke in favor of the new ordinance.

In the name of creating a national identity card for U.S. citizens, the American Association of Motor Vehicle Administrators is calling on states to develop a standardized driver's license.

Aside from the usual personal stats, the cards would be digitally programmed with fingerprints and retinal scans � information that would be accessible to state agencies across the country.

"We don't see this as a national ID," said Jay Maxwell of the AAMVA.

The mission should have been simple enough. An 18-man patrol of Afghanistan's fledgling police force moved out to seize an artillery launcher from soldiers at a medieval hilltop fort overlooking the city. But the renegade troops refused to give up the weapon. The tin-helmeted police left, though not quite empty-handed, confiscating the wheels from the weapon's trailer and rendering it immobile.

The federal government is handing over the administration and operation of its costly gun licensing and registration system to the private sector, documents show.

A spokeswoman for the Public Works Department confirmed yesterday federal officials are now evaluating bids for a 15-year contract to take over processing applications for firearms licensing and registration, telephone call centres and the information-technology systems involved in the program.

Dave Kopel: Mischaracterizations of D.C. gun-control group bespeak sloppy reporting, editing at newspapers.

The Washington, D.C., gun-control group Americans for Gun Safety released a report criticizing the operation of the background check system for gun buyers in Colorado and other states. Rather than calling AGS what it is -- a gun-control group -- the Rocky Mountain News in its story on the report called AGS "a national group that monitors gun safety."

Utah doesn't charge a fee to vote, speak or worship, so the state shouldn't charge a fee to buy a firearm, say advocates for a bill eliminating background check fees that won preliminary approval Tuesday.

House Bill 183 would do away with the $7.50 charge assessed at the point of all licensed gun sales in Utah.

Lehigh County prosecutors will soon have a new weapon to aim at gun violence: District Attorney Jim Martin and U.S. Rep. Pat Toomey announced Monday that the U.S. Department of Justice is giving the county nearly $239,000 to hire 2 prosecutors for 3 years. The county is required to pay for the positions for at least a fourth year, Martin said.

ARLINGTON - A year ago, thefts and burglaries were increasing and vagrants were becoming a problem at Lincoln Square.

But since the March inception of a business Crime Watch, there has been about a 50% reduction in crime, said Pam Dawson, the shopping center's property manager.

The House Criminal Justice Committee heard a bill Tuesday that would prohibit police from arresting anyone just for driving without wearing a seat belt.

"I do not want to handicap our law enforcement officials," Rep. Balkman said. But he said a law that allows officers to arrest people for minor traffic offenses goes beyond what statutes generally allow.

Saying police were more likely to provoke violence, anti-globalization activists planning peaceful protests of the World Economic Forum said Tuesday authorities are portraying them as terrorists.

"The police have been putting up a counter-campaign trying to portray the protesters as terrorists," Mac Scott said at a Manhattan news conference called by protest organizers.

When the other jail inmates asked Angelica Flores what she was in for, she hesitated... Flores and her husband, Tony, last year violated a code requiring Christmas decorations to be removed 19 days after the holiday. They were still on the home in April.

-- Not directly KABA related, but crime *must* be WAY down in Arizona if they are arresting people for leaving Christmas lights up???
