"Soldiers are allowed to take with them a single-shot version when they step down from active reserve duty at age 40."

KABA NOTE: But the weapon used by this criminal was fully automatic not "single-shot"; and he also used an explosive device, according to previous news reports. He was also 44 years old and retired.

"Gun Owners of America has panned the Conservation and Reinvestment Act (CARA), H.R.701, currently sponsored by the National Rifle Association's Institute for Legislative Action (NRA-ILA).

"CARA represents an entitlement for radical environmental extremists who are extremely anti-gun," the organization's website charges, calling the bill an "anti-gun land grab".

Bonner County Prosecutor Phil Robinson submitted a motion Friday to dismiss an injury to child charge against McGuckin based on the results of an underlying child-protection case. The move to dismiss also is based on the "observed and evident medical, emotional and personality deficits evidenced by the defendant," according to the motion. Magistrate Judge Debra Heise granted the motion, dismissing the charge with prejudice, which means it cannot be re-filed.

University of Chicago sociologist Robert Sampson said it's somewhat irrational for a person who wouldn't otherwise visit a gun shop to do so in response to the terrorist attacks:
"You can't carry a gun on an airplane. There's an underlying fear at work here that's causing people to retreat to their homes and their communities. It's not a rational response, this assumption that terrorist groups are going to seek you out where you live."

As the administration gears up for what President Bush has described as a new kind of war, many journalists are growing concerned that they will have less information and less access to U.S. troops than ever before. Even the use of deliberate disinformation cannot be ruled out.

"This is the most information-intensive war you can imagine ... We're going to lie about things," said a military officer involved in the planning. "If it is an information war, certainly the bad guys will lie."

Cincinnati police officer Stephen Roach was found innocent on all charges of negligent homicide and obstruction of official business for the April 7 shooting of Timothy Thomas. Judge Ralph Winkler said that Roach's response was a reasonable split-second reaction in a very dangerous situation that Thomas created.

The increased vigilance came after Attorney General John Ashcroft's warning Tuesday that there was "a clear and present danger" of more attacks against the United States, including the possibility of chemical and biological weapons being used.

There were conflicting accounts about whether the city's super-security was in response to any specific threat.

As part of its heightened security, Amtrak is requiring passengers to show photo identification when buying tickets, checking baggage or sending packages by train.

The rule will not apply to riders who buy tickets at unmanned, automated terminals. But Amtrak says credit card information from those outlets "may be used for internal security purposes" as well.

Amtrak asked Congress for $3.2 billion to increase service and to enhance security.

Expressions of patriotism are so fervent since the terrorist attacks that citizens who do or say anything against the tide risk suffering a public backlash.

To some people, patriotism is unquestioning loyalty of the my-country-right-or-wrong variety. To others, patriotism celebrates the rights guaranteed by American democracy, including the right to dissent.

The Harris County Sheriff's Department is distributing free gun locks funded through a state-run program slated to run for the next 12 months. About 40,000 gun locks will be available in Harris County and 750,000 throughout Texas.

Educational material about gun safety will be included with each gun lock. They can be picked up at all Sheriff's Department substations and storefronts.

Responding to the terrorist attacks, President Bush declared a national state of emergency, and reinforced it the same day with an executive order (EO13223). For constitutional attorney William J. Olson, alarm bells started ringing.
"This is just the beginning. I am certain that the proclamation and executive order by the president are the first of a series of executive orders that are likely to be issued as the administration identifies the powers it wants to invoke."
