Submitter's Note: So let's see if I've got this straight: A black man is called n****r, a bunch of white protesters threatened him with knives so he displayed (but did not draw) his lawfully carried pistol.
So the cops arrest the black guy.

KABA Note: AG Hollen can give all the "reasoning" he wants, but the fact of the matter is his training requirement violates the plain language of the law where it says "The department [of justice] may not impose conditions, limitations, or requirements that are not expressly provided for in this section on the issuance, scope, effect, or content of a license."
