In an amendment to its tough gun control laws, the Russian government eases restrictions, allowing citizens to carry licensed weapons for the purposes of �self-defense.�
Until now Russian gun enthusiasts were only permitted to carry firearms for hunting or target shooting after obtaining a license through the Interior Ministry. Russian gun licenses are to be renewed every five years, and applicants face strict background checks and are required to take gun safety courses.
The addendum to the law now lists self-defense as a legally acceptable reason for carrying a weapon.

A Washington State museum is returning all the guns in its World War II exhibit to the owners because a newly passed gun-control bill does not specify whether or not the museum falls under the rule of Initiative 594, a law that expands the background check requirement in that state when guns are transferred. The Lynden Pioneer Museum has not received clarification on whether or not the firearms in their care � including a anti-tank rifle and a Johnson M1941 � needed to be transferred with a background check. Instead of fighting the law, they are returning the guns. |

The gun lobby acknowledges the problem of mass-shooting incidents in the United States. Its solution calls for arming more people who could potentially stop a shooter and for rapid-response training focused on minimizing casualties. Ahead of a weekend trip to Iowa, potential 2016 Republican presidential candidate Ben Carson sought to assure supporters Wednesday evening that he's a strong Second Amendment supporter.
As he inches closer to the prospect of a presidential campaign, Carson used a conference call to try to address questions about his loyalty to gun rights. Skeptics often point to a statement the neurosurgeon-turned-conservative-activist made in 2013 to conservative talk-show host Glenn Beck, who asked whether people have the right to own semi-automatic weapons.

Crumling claims that the steel-reinforced bullet has been created in such a way that it enables repeated firing of a home-printed firearm made from even the cheapest materials. Even if the firearm is fired again and again, there is no cracking or deformation.
About the "really simple" concept of the steel-reinforced bullets, Crumling told Wired: "It's kind of a barrel integrated into the shell, so to speak. Basically it removes all the stresses and pressures from the 3-D printed parts. You should be able to fire an unlimited number of shots through the gun without replacing any parts other than the shell." |

A planned vote Thursday by the Florida Fish and Wildlife Conservation Commission to repeal a 57-year ban on using suppressors for game hunting has been pushed back due to attention from gun control opposition.
The seven-member commission was set to vote at its semi-annual public meeting in Key Largo on a proposed rule change to remove the prohibition on the use of NFA-compliant noise-suppressed (i.e., silencer-equipped) rifles and pistols for taking deer, gray squirrels, rabbits, wild turkeys, quail and crows. Currently hunters can only take non-game species such as feral hogs and armadillos. |

In the United States, there are two different ways in which citizens can carry firearms: open carry, in which the weapon can be seen by a casual observer, and concealed carry, in which the weapon cannot.
Because there has never been a federal law that covers the issuance of concealed or open-carry permits, states determine the extent to which they can be issued. All 50 states allow, at some level, concealed carry, but some states are considerably more restrictive than others. California, Florida, Illinois, Texas, South Carolina and New York (as well as Washington, D.C.) are the only states to prohibit open carry of handguns in public. |

All Americans can now apply to carry a gun in the nation's capital, but few will be granted a permit. That's why those who sued the city over the total ban on carry rights were back in a federal district court on Thursday to ask Judge Frederick Scullin to intervene.
The plaintiffs in Palmer v. D.C. want Judge Scullin to hold the city in contempt of his order to enact a licensing mechanism �enabling people to exercise their Second Amendment right to bear arms.�
Alan Gura, the lawyer for the Palmer plaintiffs said in court that the new carry law is a �fig leaf� and a �symbolic gesture.� |

A seeming litany of school shootings continues to raise questions around the US about how best to protect students and whether college students should be able to carry weapons on campus for self-defense. Most of the 4,400 US colleges and universities currently ban firearms on campus.
The November general election suggested that a country that has increasingly embraced liberalized gun and self-defense laws in the last two decades may be pulling back. Colorado, Maryland, Connecticut, and New York have passed new gun control laws since 2012. This fall, voters in Washington State approved a referendum to add background checks to private gun sales to close the so-called �gun show loophole.� |

Two California cases now pending in federal appeals court could go a long way in defining how far local governments can go in regulating gun ownership.
One of the cases of concern involves a ruling that struck down San Diego County�s restrictions on concealed weapons permits. The other is a challenge to Sunnyvale�s Measure C, approved by voters last year to ban magazines with a capacity of more than 10 rounds of ammunition.
Either case has the potential to reach the U.S. Supreme Court, which in 2008 strengthened the right to have a firearm for self-protection. That ruling has emboldened gun-rights activists who are eager to chip further at local measures designed to restrict gun-possession laws. |

A new ruling published in Thursday will allow Indian reservations who retain their own governmental process to use the National Instant Criminal Background Check System to screen firearms permit applicants.
The new rule, published in the Federal Register, and reported by The Hill amends the regulations for use of the Federal Bureau of Investigation�s NICS system to grant tribal governments access to the index. |
