"During the same period, the percentage of those inmates who bought or traded for their gun at a pawn shop, flea market, or retail outlet fell from 21% to 14%. That shift is due in part to the passage of tougher gun control laws during the 1990s, including the 1993 Brady Bill that imposed nationwide background checks on buyers," said the report's author, Caroline Wolf Harlow.

DENVER, Colorado (AP) -- Applications to carry a concealed weapon are on the rise around the country as Americans deal with fears of terrorism.

In October, Colorado officials conducted more than triple the number of background checks for concealed-weapons permits than they did a year earlier. One sheriff waived the $100 fee as a patriotic gesture and asked applicants to donate the money to the victims of the terrorist attacks.

Fresno District Attorney Ed Hunt is taking the unusual step of suing the state attorney general to overturn the regulations behind California's stringent 1999 ban on assault weapons.

Mr. Hunt, in his 19th year as chief prosecutor, says that the rules are so vague that police, gun dealers, prosecutors and gun owners cannot figure out which weapons are banned.

Mr. Hunt's suit asks the court to send the regulations back to the California Department of Justice for clarification.

As U.S. airports begin installing face-recognition systems to thwart terrorism in the wake of the Sept. 11 attacks, civil rights activists are rushing to decry the technology as ineffective and invasive.

The American Civil Liberties Union on Thursday derided the use of face-recognition software in airports, saying it doesn't work and "offers us neither order nor liberty."

Xerox Corp., a convicted gunman and his doctors are being sued by the families of seven workers shot to death in 1999 while working at Xerox's warehouse in Honolulu, Hawaii.

Three separate lawsuits were filed against Xerox for failing to take adequate measures to protect employees. The lawsuits also hold responsible several hospitals, clinics, and doctors who treated Uyesugi for his mental-health problems. The suits claim that medical personnel did not do enough to prevent the shootings.

Three years ago Tonya's son pointed a toy gun at her and pulled the trigger. "I killed you, Mom."

It was shortly after that incident that she conceived an idea that has turned into a mission: trading her son's toy gun collection for books and other nonviolent toys.

The idea was so popular that a schoolwide "buyback" program was held last spring. Now, the program is spreading to 7 other Canton schools and has become among the most ambitious "toy gun buyback" programs in the country.

The purpose: to determine whether the teen-agers violated Dunlap High School's code of conduct by attending a party where alcohol was consumed.

The ground war is finally heating up--no, not the one in Afghanistan, the one in the Pentagon and White House briefing rooms. The brief era of good feelings between the media and the military is already turning sour as journalists complain about being kept in the dark and off the frontlines. They take it as an article of faith that they can be trusted to inform the public without damaging the war effort.

...with so much at stake in this war, journalists should be wary of confusing the public's 'right to know' with their own 'right to break a story'.

Oklahoma City, OK -- Since mid-October, in the halls and classrooms of Capitol Hill [High School], students have seen a phone number they can call to report violence, drugs, harassment "or anything that makes them feel unsafe".

"Many of the 1,600 students ... are aware of the importance of reporting dangerous activity, including other students carrying weapons," [Principal James Paschall] said. "Our students are very aware of weapons and protecting their safety."

Airport restrictions put in place after Sept. 11 can be challenging, especially for older travelers who carry adaptive equipment and medical supplies.

Travelers with disabilities may experience intensive baggage searches. Their canes, walkers and removable equipment on wheelchairs may be taken apart and scanned. And carry-on medications are likely to be thoroughly examined and even confiscated if not properly labeled and documented.
