A rash of taxi-cab robberies has prompted a Texas City company to install an alert system...whenever the driver feels he is in danger, he will be able to punch a light that will cause the car's roof-based spotlight to blink.
"It is hoped that the public will notice the blinking light, realize that there is trouble inside the cab, and call 911 for the driver."

Their report indicates that more than 115,000 children and adolescents were treated for nonfatal gun-related injuries in US hospitals from 1993 to 1997. And in addition, nearly 104,000 children are estimated to have received treatment for injuries related to nonpowder weapons such as BB or pellet guns... |

"They've done well," said Dave Anver, president of Dave's Gun's, 1842 S. Parker Road. "We see a lot of wives buying things for husbands - bird guns, hunting rifles, accessories. I'd say it's definitely as brisk as last year." |

Residents of Atlantic Village interviewed Wednesday said they would be open to having the range open for police use, but would not favor having residents use the range daily.
"If it were just for the police department, that's fine," said Doreen Burger. But, she added, residents in Atlantic Village are bothered enough during the hunting season. Sound carries especially well out in the woods, she said, and having a firing range would be an annoyance. |

The tip line - 410-887-GUNS - is similar to one established last year in Baltimore City. Residents can call to report someone who has an illegal firearm. The Police Department will pay tipsters $50 or more for information that leads to an arrest.
"Getting guns off the street seems to be a primary concern as opposed to protecting citizens' rights," said criminal defense attorney Jack B. Rubin. "The tip lines can create problems." |

KABA NOTE: In 1982 (Bowers v. DeVito), the Court of Appeals, Seventh Circuit held, "...there is no Constitutional right to be protected by the state against being murdered by criminals or madmen. It is monstrous if the state fails to protect its residents... but it does not violate...the Constitution." Later court decisions concurred: the police have no duty to protect you. |

"At least 20 Baltimore police officers have been caught this year sleeping and congregating while on duty..."
(Here in Maryland, the average person cannot exercise their god-given right to self-defense by arming themselves. There is practically no chance of getting permission from government in obtaining a CCW. And here you have a story of wide-spread neglect and dereliction of duty by police...So you can't depend on the police, and you can't "legally" protect yourself.) |

The American Legislative Exchange Council (ALEC) believes the plan would intrude on Americans' civil liberties by granting public health officials and governors the authority to ration private property, including firearms.
The legislation is formally known as the "Model State Emergency Health Powers Act" (MEHPA). No states have yet amended such a bill, but it is intended to serve as a blueprint for future legislation...when the new state legislative sessions begin in January. |
