When it comes to homicide, the same sad story plays out in Salinas -- year after year.
A gangster shoots. Another young Latino man is dead.
2003 was no different. Of the 18 people slain in the city, three were juveniles, and 11 were in their 20s.
At least 11 of the killings were gang-related, while two others were possibly linked to gangs, police said. "Gang-related" can mean that the killer and victim were both gang members or it can mean that only the killer was in a gang.
Firearms were used in 13 of the killings.

Police have appealed for help to hunt down three balaclava-clad men armed with a pistol who robbed a western Sydney workshop.
At around 1.30am (AEDT) the men entered the workshop at Brabham Drive, Eastern Creek, held up the three workers they found there and unsuccessfully attempted to force open a safe.
After about an hour the robbers stole money from a vending machine, the personal belongings and car keys of two of the victims, then used one victim's car to flee the scene.
The vehicle was found later in a nearby street, police said.

Two men have appeared in court accused of illegally possessing a shotgun, rifles and a large amount of ammunition.
James Divers, 55, and Neil Divers, 29, denied 10 charges when they appeared from custody at Aberdeen Sheriff Court.
The men, of 88 Strathmore Drive, Aberdeen, are said to have reset 222 cartridges, 121 bullets, 107 brass shell cases, a shotgun, a container of ammunition and other items, which had allegedly been stolen, in a car parked at Strathmore Drive and at their home between August 8, last year, and Boxing Day this year.
The pair are also accused of resetting a shotgun, 57 shotgun cartridges, two rifles, and a selection of accessories stolen through housebreaking, which had been at 22 Old Croft Court, Aberdeen.
Both men were released on bail. Trial has been set for April 15.

Armed raiders ambushed a security van yesterday and drove off in it, escaping with more than �1 million in cash.
The van was seized from outside a cafe in Horsham, West Sussex. A security guard was tied up and forced into the back while his female colleague was held at gunpoint in the front.
The vehicle was driven to Faygate where the cash was transferred to a waiting car. The two security guards, who were uninjured, raised the alarm after the raiders left.
Sussex Police used a helicopter to try to trace the bandits while Securicor offered a �100,000 reward for information leading to their arrest and conviction.
A police spokesman said the guards were confronted by a man with a firearm who forced the male guard into the back and his female colleague into the front.

A private of the Russian Army, contract soldier Fedor Voronin, has confessed to accidentally killing deputy interior minister of Ingushetia, a representative of the Ingush Interior Ministry reported on Tuesday. �The serviceman elaborated that he had been hunting birds. He accidentally hit the car that carried deputy interior minister,� the source said.
The incident took place at about 16-00 on Sunday. As a result of rifle fire at his car, deputy interior minister Apti Khakiyev was seriously wounded and died on the way to hospital.
