A bill to expand an already controversial self-defense law failed Thursday in a Missouri Senate committee.
The bill would affect cases in which a person used physical or deadly force against another but claimed they acted in self-defense. SB 666, sponsored by Sen. Eric Burlison, R-Battlefield, would have transferred the burden of proof in these cases to the prosecutor; instead of defendants proving they acted in self-defense, the prosecutor would have to prove they did not. |

House Bill 9 had been significantly re-written in the House Judiciary Committee to create a fourth-degree felony penalty if a person kept or stored a firearm in a manner that was in reckless disregard of a minor's ability to access that firearm AND the minor obtained access to that firearm and used it in a manner that caused great bodily harm or death to himself or another person. If the same circumstances existed and the minor brandished the firearm or caused injury to himself or another person not resulting in great bodily harm or death, the person would have been guilty of a misdemeanor. |

There is no question about it, we need to do dry-fire practice more. Even professionals who shoot hundreds of thousands of rounds a year will point to dry fire as being the most effective way of establishing and building skill. The problem is that dry fire doesn�t give you instant feedback. Just like building actual muscles, it�s kind of a pain and a lot of work. |
