A homeowner in Eastvale shot someone who he said was breaking into his home Monday morning, hitting the intruder in the foot, Riverside County sheriff's officials said. About 45 minutes after the home invasion, a 17-year-old from Moreno Valley matching the suspect's description checked into Riverside County Regional Medical Center in Moreno Valley with a bullet wound, sheriff's Investigator Gerald Franchville said. The homeowner identified the teen and sheriff's deputies arrested him, Franchville said. Investigators are still uncertain whether others accompanied the suspect, whom they did not name. |

Police officers responding to emergencies are flagged constantly by the automated red-light and speed cameras in the District, forcing them to waste hours getting the tickets dismissed in court, according to the Fraternal Order of Police.
"It's just an enormous waste of resources and an enormous waste of time," Kristopher Baumann, the D.C. union's chairman, told The Washington Times. "Officers have had to spend months writing letters and getting different approvals to show what they were doing."

Four veteran Hollywood police officers have been charged in a federal investigation of organized crime and drugs, sources with knowledge of the case said Thursday.
The four sources confirmed for the South-Florida Sun-Sentinel that Detective Kevin Companion, 41; Sgt. Jeffry Courtney, 51; Officer Stephen Harrison, 46; and Detective Thomas Simcox, 50, have been charged by federal authorities. The officers provided protection and ran drugs and money for FBI agents posing as an organized crime group, according to The Associated Press, which cited an unnamed law enforcement source. |

This biggest news in the outdoor industry this week has been the enormous flap over comments made by Jim Zumbo, one of the biggest names in outdoor journalism. Reaction was, to say the least, swift and overwhelming. It was reported elsewhere that Zumbo's entry had over 3,000 comments posted before it was yanked by the magazine. The Pennsylvania Interscholastic Athletic Association will not sanction a high school championship unless 175 schools participate in the sport. Only 41 schools in the state have PIAA-sanctioned rifle teams, preventing the up-and-coming sport from holding an all-encompassing state championship. The House, under pressure from law enforcement groups, reversed itself on a proposed law that would let residents brandish a firearm if they feel threatened. The House rejected the measure on a 50-48 vote Friday, a week after first endorsing it on a 57-43 vote. The proposal also would have clarified law to specify that gun owners don't have to retreat from a would-be assailant before shooting in self-defense. |

Speed camera and CCTV evidence can be used to prosecute drivers talking on mobile phones while at the wheel, police said yesterday.
Motorists caught on camera with phones in their hands are "fair game", one Chief Constable said.
In many cases, drivers will not even know they have been punished, because police do not have to stop them to issue penalty notices.
The proliferation of surveillance and police enforcement cameras across Britain means the risk of being spotted on the phone by a lens is much greater than being seen by a police officer at the roadside. |

A woman is suing Burlingame police for $1.4 million, accusing an officer of berating her as she mourned her brother's death.
The civil rights lawsuit, filed in U.S. District Court in San Francisco last week, alleges that Officer Jarel Peters shoved Angela Ostini into a chair, yelled at her and threatened to haul her in for a mental evaluation if she didn't stop crying.
"It was the worst experience of my life," Ostini, 54, of Nice, told the San Francisco Chronicle. "He used his badge as a weapon against a citizen who did nothing."
When Ostini resisted Peters' orders to calm down, the officer began berating her, according to the lawsuit. He said something to the effect of, "Listen, (expletive), who do you think you are?" |

A 17-year-old youth suffered a gunshot wound Friday after allegedly attempting to rob a house here. Riverside County Sheriff's deputies responded to a burglary call at 11:36 a.m. at a house in the 7000 block of Riverboat Drive, according to a sheriff's statement. A woman reported that someone kicked down the front door of her house while she and her husband were inside. The woman's husband shot at the intruder and chased him out of the house. |

The first place many victims go after a burglary or a robbery is the gun shop. People want to be prepared to defend themselves the next time. But rarely do they learn how to do it properly, said Sgt. Tommy Tillman, spokesman for the Chatham County Sheriff's Department. "A spike in crime usually means a spike in attendance at gun shows or people going out to purchase handguns," he said. "But a lot of times, they are not familiar with the firearms they purchase. They don't give (customers) training at a gun store." The Sheriff's Department hopes to change that. |

The country of Uganda plans to send about 1,500 troops to Somalia as part of an African Union peace-keeping force. For months now, Ugandan army troops have been garrisoned in the northeast part of the country under orders to disarm the local populace--pastoral, cattle-herding tribes known as the Karamojong. The army is attempting, and failing, to quash an uprising which was caused by a prior attempt to disarm the same tribes. This is not the first time the central government in Kampala, Uganda, has persecuted the Karamojong. This time, the pretext for the "disarmament" of the Karamojong is United Nations gun control. The Ugandan military is trying to round up every last firearm in Karamoja, supposedly for the Karamojong's own good. |

A Botetourt County couple is seeking $10 million from a sheriff's deputy they say stole into their 10-year-old daughter's bedroom one night this month and terrified the girl.
In a lawsuit filed in U.S. District Court in Roanoke yesterday, Mark and Cheryl Hunsberger said Mark Hunsberger bolted into their screaming daughter's bedroom at 1:16 a.m. Feb. 2 to find Deputy J.A. Wood, in uniform, aiming a flashlight at the girl while another man tried to yank the bed covers off her.
When Mrs. Hunsberger said something about calling the police, Deputy Wood responded, chillingly, "I am the police." |

FLINT - The city will pay $5,000 each for two assault rifles used in the 2005 slaying of man in a S. Dort Highway parking lot.
The two rifles are the main targets of a gun buyback program slated to begin March 16 at Flint Fire Station 6 at Pierson Road and Dupont Avenue.
Guns that don't work will be worth $25, while working handguns will fetch $50. Police will pay $100 for functional shotguns and rifles and $150 for working semiautomatic weapons.
But the big bucks will go for two semiautomatic SKS 7.62mm rifles used to shoot Ali S. Garrison about 2 a.m. June 10, 2005, in the parking lot of Spring Mountain Water Co. near Dort Highway and Longway Boulevard. |

The Kalamazoo Department of Public Safety is starting a gun-violence education program for middle schoolers meant to counter the allure of weapons portrayed by street gangs, violent video games and some popular music.
KDPS Chief Dan Weston said the city's gun-related homicides now are a fraction of the violent deaths reported here a decade ago.
Weston said school-resource officers will present Project Sentry, an education program developed by the Michigan Partnership to Prevent Gun Violence. Resource people from law enforcement, the medical field, gun-crime victims and family members talk to students about the risks and consequences of gun use. |

Now that state officials have acknowledged that phasing in hunting and fishing license fee increases over time makes more sense than doubling them (or more) in one fell swoop, they are optimistic that revenue enhancement will get off high center and gain traction.
Of course, the best solution would be for the Legislature to increase general funding, to take into account the bird-watchers, mountain bikers and berry pickers who get the benefits of our natural resources at no cost. |

After nearly five months open carrying all over Wyoming and western SD, I had my first really negative experience. I've carried in a SD Walmart for three plus months, with only friendly questions from both customers and clerks on occasion. |
