"There are places in the world where the obvious, open carry of firearms is a dangerous thing to do. This occurs where life becomes cheaper than the value of a modern firearm, legal firearms are hard to obtain, and the police are held in low esteem. I first heard of this in the early 1980s in graduate school when an erudite colleague, Norman Whisler, showed me articles from India where officers were murdered for their service firearms on a fairly regular basis. The harder a society makes it to obtain modern firearms, the more police who openly carry are put at risk . . ." ... |

"The full text of the Second Amendment reads:"
"A well regulated Militia, being necessary to the security of a free State, the right of the people to keep and bear Arms, shall not be infringed."
"Gun grabbers love to talk about the collective rights theory, even after Heller and McDonald, and twisting the meaning of 'well regulated Militia, found in the prefatory clause."
"Now before addressing the meaning of 'well regulated,' I need to digress on several points as it should be pointed out that the prefatory clause of the protected right is the subordinate or dependent clause and does not define or limit the right. ..." ... |

"With the terror attack on Charlie Hebdo and a Jewish deli in Paris, the inheritors of the benefits of the enlightenment in one of the seats of western civilization have been, reluctantly, forced to reconsider our glaring vulnerability to asymmetric tactics. All open societies are particularly vulnerable, but in the age of Obama, where illegal entry into the nation is not only ignored, but encouraged, and where the National Command Authority not only refuses to name our intractable enemy, but embraces the foremost state sponsor of Islamist terrorism, its only a matter of time before the most horrific forms of terror are visited on us, and in large numbers . . ." ... |

"Lawful gun owners contend their First and Second Amendment rights have been stripped from them by lawless family court judges and disgruntled ex-partners."
"'I have never alluded to or committed violence against the children or her,' said Edward F. Taupier, a Connecticut father involved in a divorce battle with his estranged wife. 'I have been ordered not to possess a firearm and my pistol permit has been revoked.'"
"In September Mrs. Tanya Taupier filed a full protective order in Middlesex County Criminal Court stating she was in fear for her life without offering proof that her former partner of 12 years has a proclivity to violence, he said. 'The full protective order failed to cite a statute that was violated.'" ... |

"In his article Carry On-Body or Not At All, Johannes Paulsen makes some arguments against carrying a weapon anyplace but affixed to your body. And he has a point, but with a little imagination we can see that there is more to the issue. So let me now argue with Johannes and hope that he is of good humor. Its amusing to consider that a gun carried anywhere but right against you reduces the thing to a talisman, a meaningless trinket that we hope will ward off evil. Wrong answer. Unlike a talisman I can aim and fire my gun, which is considerably more effective than pelting you with my rabbits foot . . ." ... |

"The right to bear arms isnt a novel concept in American society. But today, citizens and legislatures continue to ponder: to what places does the Second Amendment extend? Do individuals have the right to bear arms wherever theyd like, or only in designated areas?"
"On Monday, the Wyoming House of Representatives approved legislation that would allow individuals with concealed gun permits to carry firearms into public schools and government meetings."
"The bill, which the Senate still needs to approve, would repeal 'gun-free zones' around schools, from the elementary to university level. Seven other states have provisions permitting concealed weapons on public college and university campuses ..." ... |

"There will be blood on the streets and shootouts at every four-way stops. You might think that this is the rhetoric used by opponents of concealed carry on campus today, but in fact, these sorts of things were said 20 years ago when Texas concealed handgun law was passed. You can be the judge of whether opponents of concealed carry were correct, but as for me, I havent seen blood on the streets or shootouts at every four-way stop. Since then, Texans over the age of 21, without any felony conviction, can get a concealed carry permit after completing a concealed handgun class (taught by a DPS certified CHL instructor) that includes passing a written examination and demonstrating proficiency in shooting. ..." ... |

"On Jan. 26, lawmakers from both houses of the Texas State Legislature filed identical bills HB 937 and SB 11. The guns on campus bills come on the heels of Gov. Greg Abbotts promise to sign open carry into law at his earliest opportunity, as well as any other expansive gun legislation. Although I would rather the Legislature exercise restraint in this area, I can abide expansion of gun rights within reason. Unfortunately, the guns on campus bills are not." ... |

"In an effort to make gun transactions less convoluted, several Colorado legislators are working to repeal a 2013 law that requires background checks for person-to-person gun transfers."
"House Bill 15-1050 was introduced to the Colorado General Assembly in January, and it now awaits a hearing by the Senate Finance Committee."

"Two of the most vociferous advocates for open carry in Texas could be left with empty holsters if state lawmakers decide to require a license to strap on an unconcealed handgun."
"That is because any Legislature-approved permit or license requirement for open carry likely would be patterned after the states concealed handgun law, which requires a criminal background check and a clean record."
"Both CJ Grisham, founder of Open Carry Texas, and Kory Watkins, who heads Open Carry Tarrant County, have arrests on Class B misdemeanor charges of interfering with the public duties of a peace officer."

"As a purely practical matter, our state leaders need to end the notion of allowing open carry of handguns. Cease the musket-rattling mumbo jumbo, stare reality in the face and do what's right."
"Think about it: When people enter a crowded room, the licensed carriers of concealed handguns cause no one any unease whatsoever. Why? Because out of sight is out of mind ..."
"Now, imagine that there are people in the room carrying handguns openly on their hips, in shoulder holsters, whatever. This will not feel like a safe room to the unarmed people who don't know the armed people, especially if the armed people would be creepy-looking with or without guns. ..." ... |

"There are some minor points here. First the number of the bill is HB-0114."
"Next is the term weapon, a term chosen to maximize the negative appearance of a self-defense tool such as a sidearm. Anything can be used as a weapon, even Mr. Drakes pen. An otherwise quiescent tool can become a weapon if the users state of mind or intent makes it one. Enough on that one."

The same is true of the police officers shot in Paris. The other instances he cited, Sandy Hook, Columbine, etc., were gun-free zones.
