The annual 4-H Shooting Sports Program is geared toward young people interested in shooting and the conservation of natural resources. In addition to firearm safety and archery, topics may include wildlife identification, forestry and outdoor skills. The program meets at the Norfolk Rod and Gun Club and occasionally at the Cornell Cooperative Extension Learning Farm in Canton.

This past Saturday saw the adjournment of the 2012 legislative session and with it came good news for NRA members across the Mountaineer State, as three NRA-backed bills are now headed to the Governor for his approval. Senate Bill 149, introduced by state Senate Majority Leader John Unger (D-16), would mandate police authorities return all seized firearms, not currently being held as evidence in a criminal investigation, to the lawful owner if able. If the lawful owner is not found or unable to take possession of the firearm, SB 149 would require these agencies to sell these firearms at a public auction to a licensed firearms dealer. Current West Virginia law allows for seized guns to be immediately destroyed.

You can forget the improving economy, the pundits and the polls. The surest sign that Barack Obama will be re-elected president is that Texans are hoarding guns. The Fort Worth Star-Telegram ran a big story the other day about how gun sales were exploding, what with everyone afraid that the African-born Muslim socialist was going to get himself elected to another four years in the White House. �Look who the Republicans are trying to put against Obama,� said DeWayne Irwin, owner of the Cheaper Than Dirt gun store in Forth Worth. �It�s the Keystone Kops and people are getting scared. People are terrified he�s going to get re-elected and then he won�t care about getting votes next time. He�ll just pass whatever legislation he wants.�

What happens when you suspend the only staff member of a police department? Simple -- you leave a town without a police department. That is the situation in Mount Sterling, Ohio, population 2,000. It seems Police Chief Mike McCoy, the only member of the department following layoffs last year, is now suspended for allegedly covering up a Tasering incident involving the town's only part-time officer. The Daily Mail reports that the officer was called to an apartment where a nine-year-old boy was refusing to go to school, apparently a major crime in Mount Sterling. When they boy became hostile the officer allegedly used the stun gun on him. The officer no longer works for the department.

A University of Maryland student has been arrested and charged with posting an Internet threat claiming he planned to go on a shooting rampage on campus hoping to kill as many people as possible.
Campus police said in a statement that 19-year-old Alexander Song, of Fulton, Md., had been identified as the person who posted plans on a website for a rampage that would "kill enough people to make it to national news." The message also warned people to "stay away from the mall." Police did not elaborate.
Capt. Marc Limansky told the Baltimore Sun that police were informed of the alleged threats after a former student noticed them on reddit.com. Two people also contacted the university after chatting with Song on omegle.com, Limansky added.

The state is due to call its witnesses in a wrongful death trial brought by the families of two Virginia Tech students killed in the mass campus killings on April 16, 2007. ...
The parents of the two slain students are seeking $100,000 each, but say they're primarily interested in holding Virginia Tech officials accountable for their actions.

The inclusion of mandatory firearms microstamping technology in the state budget bill A-9055C is an underhanded attempt to pass an increasingly unpopular idea into law. "There is absolutely no legitimate reason to include language from bill A-1157B into state budget bill A-9055C", said NYSRPA President Tom King. "According to the sponsors of A-1157B, there is no fiscal impact on state government, so why has language from that bill been cut-and-pasted into budget bill A-9055C?"

Continuing its Carry License Sunshine and Compliance Initiative, The Calguns Foundation (CGF) has filed a lawsuit today in Los Angeles Superior Court against Los Angeles Sheriff Leroy �Lee� Baca, the Los Angeles County Sheriff�s Department, and Los Angeles County.

The case, entitled Jennifer Lu, et al. v. County of Los Angeles, et al., challenges the Sheriff�s ban on accepting and processing applications for carry licenses submitted by city residents.

The Calguns Foundation is joined in the lawsuit, by three individual plaintiffs.

In Thursday�s editorial, The State Journal-Register feels curbs are still a must for concealed carry.

There are two lawsuits working their way through the Illinois federal court system at this time on constitutional carry. One was filed by the Second Amendment Foundation and the second was filed by the Illinois State Rifle Association.

The Washington state Supreme Court has declined to review an October decision by the state Court of Appeals, reaffirming that the gun ban in Seattle�s parks is illegal.

This order marks a final victory for Seattle-area gun owners, the National Rifle Association (NRA) and the Second Amendment Foundation (SAF), who had joined together to block enforcement of the ban.

�The Washington Supreme Court made the right decision in recognizing that the city violated state law,� said Chris W. Cox, executive director of the NRA�s Institute for Legislative Action.

The very possible reelection of Barrack Obama for another four years as President of the United States is frightening the living daylights out of Americans. So, they are buying up guns and ammunition at yet another record rate just as they did in 2008. There are already shortages of weapons and ammo in parts of the country.

As folks have observed the Republican primaries, watched the debates, and considered the polls, they are becoming more and more convinced that not only will the republican candidate for President lose, but he will lose big.

No charges will be filed against the man who fatally stabbed Donnie Scott Cohen last month. The 72-year-old man who stabbed Cohen told officers he acted in self-defense.

The 7th Circuit Solicitor�s office reviewed the case and no evidence points to anything but the man�s claim of self-defense, Capt. Regina Nowak with Spartanburg Public Safety Department wrote in an email to the Herald-Journal.

There is a widespread misunderstanding on the part of American gun-owners, evidenced in gun blogs and in commentaries on articles dealing with the Arms Trade Treaty (ATT).

The crux of this misunderstanding is that, since there are checks and balances in our Constitution, and since the Constitution clearly states that ratification of a treaty can only occur �provided two thirds of the Senators present concur,� this is almost impossible to come about.

But if you take your knowledge of guns from pop culture, you have an unrealistic view of what they can and can�t do. Guns are precise only in the hands of trained marksmen. Gun wounds are rarely something a good guy can shrug off. Silent silencers, impregnable bulletproof vests, and bottomless magazines for blazing away are Hollywood nonsense.

It is a shame that we are still a species that feels comfortable, even celebrates, an instrument built solely to maim or kill. We are, after all, the same species that believes in persuasion and reason and has seen the efficacy of nonviolent movements. Yet ending tyranny and oppression and defending life and liberty still seem to require firearms.

The Maine House approved a bill Monday that supporters said affirms Second Amendment gun rights and brings equity to a concealed-carry law that passed last year.

Opponents argued the bill, which loosens firearms restrictions for state employees, is unnecessary and could have unintended consequences.

LD 1603 allows state employees to bring a gun to their workplace as long as they have a concealed weapons permit and keep the firearm locked in their vehicle and out of sight. It was modeled after a similar legislation that passed 73-71 last year that afforded the same right to private-sector employees.

Would pistols on college campuses really help protect the students, faculty and others? You do have be 21 to carry a gun legally in Arizona. But you also must be 21 to drink legally in Arizona.

Enough said. Ever heard of underage drinking around a college campus?

Taylor seems to think that everybody will handle weapons as responsibly as members of the gun organizations, but this is not so.

In this instance, the anti-gun message comes from the Department of Veterans Affairs� Office of the Medical Inspector and Geriatrics and Extended Care Strategic Healthcare Group. The VA�s statements appear in a pamphlet called �Firearms and Dementia,� which, the name of the pamphlet notwithstanding, is directed at anyone who has a child, in addition to people who are responsible for individuals suffering from decreased mental acuity.

The VA�s statements are derived from �studies� that have been discounted or discredited by so many researchers, for so many years, that it hardly bears repeating.

Last week, the Missouri House of Representatives approved H.B. 1621, which would make it unlawful for an employer to discriminate against someone with a concealed carry permit or who otherwise uses there gun in a lawful manner.

Supported by Republicans and a significant number of Democrats, the bill was opposed vocally on the House floor by more liberal Democrats who say it's ridiculous to consider giving such protection to gun owners, especially before it has been extended to cover sexual orientation.

"So all gay people should carry guns and therefore they can't be fired," said House Minority Leader Mike Talboy, D-Kansas City.

Gov. Mitch Daniels said Monday he hasn�t decided whether he�ll sign or veto a bill that is meant to give Hoosiers more authority to block police who try to enter their homes illegally.

Senate Bill 1 passed late Friday night � just hours before lawmaker adjourned their session � despite opposition from some police organizations and concerns about whether some residents might misunderstand the legislation.

Supporters said the bill restores �law-abiding citizens� right to self-defense.�

A bill that would allow state workers to store concealed weapons in their locked vehicles while they are at work gained initial approval Monday from the Maine House.

L.D. 1603 would extend to state workers the same rights that a bill last year granted to workers in the private sector. The House voted 84-55 in support of the bill, which now goes to the Senate for consideration and will face further votes in the House.

Rep. David Burns, R-Whiting, said the bill would reaffirm the Second Amendment right to bear arms.

"I don't give up those constitutional rights because I'm a state employee, and I shouldn't be asked to," he said.

Granted this occurred in Canada and in Canada people don't have the same rights to self protection that Americans do. But this incident is the exact sort of situation that our founders feared. Ontario authorities proved themselves to be the sort of Fascists that would grab up citizens for illegitimate reasons and their illicit actions are precisely the sort of over stepping, authoritarian powers that our founders wanted to put a stop to by allowing citizens to be armed.

After all, one does not casually start battering down the doors to people's homes if they imagine the inhabitants might be armed and dangerous.

Your front-page analysis of the recent federal court decision striking down Maryland's "right to carry" handgun law conveys the misimpression that the law is ill-conceived and too "restrictive" ("Gun ruling likely to be upheld, say legal experts," March 7). Nothing could be further from the truth.

The handgun permit law has served Marylanders well for 40 years, and has survived a number of earlier challenges in the Maryland courts. Even your article concedes that only 5 percent of last year's applicants were denied for lacking a "good and substantial reason" for wanting a permit.

Under federal law, domestic violence convictions can cost people their Second Amendment rights permanently. As part of the plea deal, prosecutors reportedly dropped the domestic violence charge and two other misdemeanor counts.

"Instead of getting his guns back under a sweet plea deal and retaining his job as sheriff," he [Gottlieb] observed, "Mirkarimi ought to remain disarmed, and lose his job. Otherwise, from this date forward, San Francisco prosecutors need to apply the 'Mirkarimi standard' to every domestic violence case that hits their desk.
