� �But following that, what is the additional burden on the environment when tens of millions of �surprise� arrivals add their wants and needs to the infrastructure in cities and communities throughout the land, from energy production and consumption, to water purification, use, and drainage, to waste disposal and more? How much more traffic and transportation activity, with resultant pollutants will be generated? How much more greenhouse gas will be generated? How much larger will the national carbon footprint get?�

�Will the impact be greater than, say, the occasional citizen firing a gun in self-defense in a national park that encompasses thousands of square miles, millions of acres...?� �

�Obama, seeking an end-run around the Second Amendment, is now trying to ban widely used ammunition through executive order. The Democrats in Congress had a chance this week to voice opposition to this assault on our Bill of Rights and not a single Democrat spoke up. All available Republicans did send a letter of opposition to the ATF strongly opposing this attack on our freedom.�

�Any sensible person has to wonder why the Democrats are attacking our right of self-defense only a year after Homeland Security purchased 1.6 billion rounds of hollow-point ammunition for every conceivable federal agency from the EPA to the postal service. None of this ammunition is for military use. �� �

�Bergara is an interesting company. It kicked off during the muzzle loader boom a couple decades back, and they were known for their precision black powder barrels � the blanks were machined in their factory in Spain, and turned locally in their Georgia based facility. When that craze died down, they transitioned to making proper centerfire barrels as OEM parts for other manufacturers using the same barrel supplier and doing the chambering over here. Not content with just making barrels, they slowly transitioned into custom rifles. Now, with years of experience under their belt, they�re finally bringing a production rifle to the market. For about five years now, the response has been the same � �eventually.� I started to lose hope that the rifle would ever appear on commercial shelves, but it looks like Remington is finally releasing their XM2010 along with the MSR rifle and other assorted firearms for us lowly civilians. In terms of new shooters carrying semi-automatic pistols (handguns that accept magazines), I recommend a minimum of four: two for practice and two to carry. �In last week�s column, I wrote about the Obama Administration�s �framework� proposal to ban the manufacture and importation of the M855 or �green tip� bullet. Soon after writing that column, the [ATF] backed off its proposal following significant pressure from supporters of the Second Amendment, including the 239 of us in the House of Representatives who joined together to send a bipartisan letter to ATF Director B. Todd Jones in opposition to this plan.�

�According to the statement on ATF�s website, the agency had received more than 80,000 comments on its proposed framework, and ��the vast majority of the comments received to date are critical of the framework ��� �

  1. The changes violate the notice and comment provisions of the Administrative Procedures Act.

  3. Exemptions for �sporting purposes� was intended to apply to all sporting purposes, including non-competitive target shooting.

  4. The framework is premised on a flawed interpretation of a Supreme Court precedent.

�Four House Democrats have taken the Obama administration�s idea of a regulation to ban a widely used kind of ammunition � one it had to pull back because it was so unpopular � and turned it into legislation.�

Rep. Eliot Engel (D-N.Y.) introduced the Armor Piercing Bullets Act, which he said would ban the sale of �.223-dervied, 5.56x45mm NATO �green tip� rounds� that are commonly used on the AR-15 rifle. �The Arizona Legislature is considering several bills expanding protections for the right of Arizonans to carry concealed weapons in public areas as well as limiting the state�s ability to regulate firearms transfers, reports the Associated Press (via KTAR News). �A bill [House Bill 2320] by Rep. Brenda Barton, R-Payson, would allow concealed-carry permit holders to take their weapons into public buildings such as public libraries while excluding bars, hospitals, high schools and universities. �We�re talking about specifically those who are licensed, who�ve had background checks and who�ve been fingerprinted. �Open carry is one step closer to reality for those in the Lone Star State. Late this evening the Senate passed SB17, a bill which would allow people to openly carry a loaded firearm either in a shoulder or belt holster. Opponents of the bill tried to make the legislation into a veritable Christmas tree by trying to hang amendments on it wherever they could, from an amendment delaying its implementation until 2016 to one that would drastically alter the size and shape of the 30.06 / 30.07 �No Guns� signs. However, it looks like only two amendments passed, one of which includes retention training in the required training course for handgun licenses in Texas.� �

�With lawmakers split along party lines, a Senate education committee Monday approved a controversial bill that would allow people with concealed-weapons licenses to carry guns on the campuses of state colleges and universities.�

�The Senate Higher Education Committee voted 6-3 to approve the bill (SB 176), which has drawn opposition from many university leaders but has the backing of the [NRA].�

�Sen. Don Gaetz, R-Niceville, pointed to a lack of evidence that crimes, suicides or tragedies increase on campuses in states where concealed weapons are allowed.�

��In the absence of evidence, one is left then with the Constitution of the United States, and I�m in favor of all 10 of those amendments,� Gaetz said ...� �

�You may recall that California�s gun control advocates capitalized on the Isla Vista spree killing by ramming through a bill creating Gun Violence Restraining Orders (GVROs). TTAG identified this as one of the worst civilian disarmament laws in the history of the United States. It eliminates due process for gun owners, directing the state to confiscate legally owned firearms on the basis of secret, unopposed testimony from family members (i.e. a disaffected spouse). The owner must then prove that they are innocent of the accusation. And now Connecticut wants to institute the same thing . . .� �

�Speaking before the Maryland Senate last week, a retired Maryland State Police officer and former commander of the Maryland State Police Licensing Division admitted that he once thought the prospect of many residents having concealed carry permits was �scary.� However, as he educated himself about gun owners, his opinion on concealed carry changed.�

�As the head of the Maryland State Police Licensing Division, Jack McCauley decided what would qualify as a �good and substantial� reason to obtain a handgun permit on a case by case basis. �A federal and state sting operation has led to the arrest of a veteran Colfax County sheriff�s deputy after he allegedly offered to safely escort undercover agents carrying cocaine and money through the county in exchange for part of the drug profits.�

�Deputy Vidal Sandoval, 45, of Cimmaron is reported to have asked for �5 percent of the bulk cash going south to Mexico� in return for getting drug loads to the Colorado border.�

�The sting took place after two men carrying money and marijuana reported to State Police last summer that an officer, later identified as Sandoval, took $10,000 from them, then gave back $600 for travel expenses to Arizona.� �
