The country's never-ending debate over guns is heating up again.
This time it's fueled by news the Interior Department may relax a 25-year ban on loaded guns in national parks and wildlife refuges, leaving the issue for states to decide. In a decision the National Rifle Association has applauded, the department announced it will issue a new set of rules by April 30.
"Under this proposal, federal parks and wildlife refuges will mirror the state firearm laws for state parks," said Chris Cox, the NRA's chief lobbyist. "This is an important step in the right direction." |

There are a few subjects some people can’t discuss without becoming emotional. Firearms in the hands of citizens is one of those subjects. The most recent example of this phenomenon is occurring now as Secretary of the Interior Dick Kempthorne is considering changing the law that bans possession of loaded firearms in national parks. Kempthorne wrote a letter to 51 senators who had contacted him last year about relaxing the decades-old ban that puts park visitors at risk from criminals and wild animals, saying he favors relaxing the ban. That’s a good thing; in 2006, national parks were the scenes of 11 killings, 35 rapes or attempted rapes, 61 robberies and hundreds of other violent crimes. |

...[Barack Obama] seems to be on the same wavelength as the U.S. Court of Appeals for the District of Columbia Circuit, which in a decision last March said that "the protections of the Second Amendment are subject to the same sort of reasonable restrictions that have been recognized as limiting, for instance, the First Amendment."
But there is a crucial difference between these superficially similar formulations: The appeals court meant what it said, and Mr. Obama doesn't. Although the Illinois senator has learned to pay lip service to the Second Amendment, the details of his past and present positions on gun control suggest he neither understands nor respects the right to keep and bear arms. |

At yesterdays Student Assembly meeting, Mark Coombs 08, director of elections, and Ahmed Salem 08, an S.A. representative at-large and chair of the Cornell College Republicans, presented Resolution 17, which calls for Concealed Carry [of weapons] on Campus. Although the resolution was originally brought up as new business, members of the S.A. approved a motion to move the resolution to business of the day. This meant that members would have the opportunity to vote on the resolution yesterday, rather than waiting a week, as is the rule with new business. |

There are more than 2,800 people licensed to carry concealed weapons in Cabell County, and as of now their names are a matter of public record.
But a proposal in the West Virginia Legislature aimed at closing those records still had some life as of Friday.
The five-year weapon permits allow many law-abiding citizens to carry a concealed pistol or revolver. Those names are recorded at the Cabell County Courthouse and open for public review.
House Bill 4026, which would limit access of that information to the permit holder, his or her attorney, guardians and law enforcement agencies, was placed Friday on the House's Special Calendar.

Police union officials were outraged over the broad strokes artist Dread Scott used to paint cops.
"You could fill this entire museum with people of all races and ethnicities whose lives were saved by the very police that this art exhibit vilifies," Patrolmen's Benevolent Association President Patrick Lynch said.
"Police guarantee the right of free expression to everyone, even to people who obviously do not appreciate the risk and sacrifice we make for them."
Museum founder Laurie Cumbo defended presenting Scott's work. While about 30% of the Fort Greene museum's funding comes from city and state tax dollars, she noted that taxpayers also fund the NYPD.

With the raid on Cavalry Arms by the ATF the other day, the question turns to a certain Arizona Senator who is running for President. McCain, in the past has alienated much of Second Amendment supporters and now needs their vote. It was McCain's own constituents that were harassed and in the state of Arizona the number of firearms dealers has dropped 75% since 1994. The Senator has not addressed the confirmation of Acting ATF Director Michael J. Sullivan, whose confirmation has been held up for continuing to eliminate dealers which Congress has rebuked them for.

On March 29, the NEPA Chapter of the Friends of the NRA will hold its 16th annual banquet at Convention Hall in Pittston Township. The event will raise funds for initiatives including firearms education and safety, shooting range development, and conservation education and research. According to Carl A. Mozeleski, chairman of the NEPA Chapter, half of the money raised will be spent statewide on projects that encourage responsible firearms ownership and use. The rest of the money will be used to underwrite similar programs nationally. Since the Friends of NRAs inception in October 1992, committees like our have raised more than $100 million for these programs, mostly at banquets similar to ours, Mozeleski said in a release. |

A federal judge has declined another city request to end the 10 lawsuits filed by people arrested in a 2002 Kmart street racing raid.
It's the second time U.S. District Judge Nancy Atlas has ruled that the lawsuits can go forward.
Without settlements, a joint trial is set for April 14. Other plaintiffs already settled with the city.
In 2005, the judge ruled that the police plan that led to the mass arrests was unconstitutional. In a scathing opinion, she called HPD tactics to detain and arrest people who were not observed violating the law "an unjustified, almost totalitarian, regime of suspicionless stops."

The Valentines Day massacre at Northern Illinois University has evoked expressions of horror and sympathy and familiar questions about the killers motives and mental health. Atrocities like these make Americans feel angry and perhaps helpless. Our political leaders are not helpless. They could match public shock with prompt, concerted and effective action to make mass shootings a less frequent fact of American life. But neither partys leaders have shown any sign of stepping up their responsibilities. The latest campus carnage barely caused a ripple in presidential politics, where conventional wisdom dictates against actively advocating more stringent gun control laws. |

More and more people are seeking permission to carry concealed weapons in Cabell County, according to an initial count from the Sheriff's Tax Department.
The department's records indicate Cabell County has submitted more approvals to the state clearinghouse each year dating back to at least 2004.
In fact, last year's tally more than doubled the amount of permits submitted to the State Police in 2004. Records show at least 329 permits were submitted in 2004; 475 permits in 2005; 546 permits in 2006 and 672 permits in 2007.
The Sheriff's Department said those records account for first-time permit holders and others renewing their five-year permit.

Although there have been many school shootings in this country, the hideous events at the Northern Illinois University campus were the closest to us. When Virginia Tech happened, we were all in shock, but that happened there. The NIU shootings happened here. What a difference. Now, we have the issue of violence and mental illness and guns and the fragility of life - right in our own backyards. Now we are forced to examine those issues and to mourn their deadly combination.

It can't be denied guns are dangerous. But, when handled properly, guns provide the security we're entitled to as citizens. According to "The Second Amendment Primer" by Les Adams, the Second Amendment to the Constitution reads, "A well, regulated militia being necessary to the security of a free state, the right of the people to keep and bear arms shall not be infringed."

What happened to faking a cough? Sheriff's detectives in Franklin County said a man had his friend shoot him in the shoulder so he wouldn't have to go to work. When he first spoke with deputies, Daniel Kuch, of Pasco, told them he'd been the victim of a drive-by shooting while he was out jogging Thursday. But detectives told KONA radio that Kuch later acknowledged that he asked his friend to shoot him so he could get some time off work and avoid an upcoming drug test. The friend, Kurtis Johnson, of Burbank, has been arrested for investigation of reckless endangerment. Kuch was booked into the county jail and is expected to be charged with false reporting.
