MN: Firearms safety could become part of PE in Minnesota

There's no doubt most children these days spend too much time looking at screens, and some grownups fear they're losing touch with Minnesota's outdoor heritage.
That's why Sen. Justin Eichorn of Grand Rapids would like to give schools the option of adding firearms safety, hunting, trap shooting, archery and fishing to physical education classes.
"We're trying to help get our Minnesota kids away from the TV and get them out in the woods and on the water again to get them hooked on the outdoors and hooked on fishing," Sen. Eichorn remarked Wednesday when the Senate Education Committee heard his bill.

A new entertainment venue is opening next door to the 12-lane Suburban Lanes bowling alley.
But this business � boasting 13 lanes � isn�t for bowling.
The Lead Bunker Inc. Indoor Gun Range opened March 9 at 3791 Ann Arbor Road in a former Wonder Hostess Bakery Outlet.
Co-Owners Tammy and Kenneth Brindle are commercial builders who helped construct three metro Detroit gun ranges: Huron Valley, Top Gun and Firing Line. They decided to remodel their Jackson County building to have a range of their own.
�We�re in an area where there are several hunters as well as sport shooters and enthusiasts,� Tammy Brindle said. �We�ve been quite busy.� |

Senate Bill 119, authored by Senator Jim Tomes (R-49), was amended to include language with important self-defense concepts that were originally in House Bill 1643, which failed to advance from the House prior to the crossover deadline, while keeping the original intent of SB 119, which is to make an important technical correction dealing with the transfer of certain firearms in Indiana.
These concepts include extending four-year Licenses to Carry a Handgun (LTCH) to five years, eliminating fees for the new five-year LTCH, and clarifying the authority of private property owners to establish carry policies in places of worship. |

Jackson County District Attorney Ashley Welch has determined that the 2018 shooting death of a Glenville man was self defense, and no criminal charges will be filed.
District Attorney Welch has completed a review of the complete investigative file and has determined that no criminal charges will result from the death of 52-year-old William David Griffis, calling the shooting self defense, and an example of the "castle doctrine." |

In a forcefully worded ruling, a federal judge in San Diego on Friday struck down a state law banning gun magazines that hold more than 10 bullets, handing gun rights advocates a sweeping victory.
U.S. District Judge Roger T. Benitez ruled that the California law violated the 2nd Amendment rights of gun owners and issued an injunction barring state officials from enforcing it, invoking the nation�s Colonial past as well as recent cases from around the country in which gun owners ran out of bullets while confronting intruders in their homes. |

The City of Los Angeles settled the lawsuit in 1995 and issued the 30 plaintiffs a California License to Carry.
Now, twenty-four years later, Los Angeles Police Chief Michel Moore wants to terminate these valid licenses. His reason being that �it was unlikely the individuals still faced extraordinary physical danger to their lives.�
He also goes on to state that the crime rate is down and there are more police officers on the streets, so the level of danger to an average person has been reduced. |

A controversial bill could allow Ohioans 21 and older, with a clean record, to carry concealed firearms without getting a permit first.
As the law currently stands, to legally carry a concealed firearm Ohioans must first pass a background check, receive eight hours of training and get a permit. But under a proposed law that could change.
"Sixteen other states have already passed a concealed carry law, like the one we are considering here, we haven't seen any up ticks in any type of crime related to it," said State Representative Don Manning. |

The Pender County, N.C. Board of Commissioners will consider adopting a resolution on Monday to declare the county a "Gun Sanctuary County."
The resolution, which is similar to a "Gun Sanctuary" resolution adopted March 4 in Cherokee County, is scheduled to be formally considered at the next public Pender County Board of Commissioners meeting on April 1 at 4:00 p.m., in the Public Assembly Room located at 805 South Walker Street in Burgaw.

Covering all bases, the opinion analyzes the confiscation law under a variety of standards of review. First is the standard favored by Judge Benitez, what he calls "The Supreme Court's Simple Heller Test." In short, magazines over 10 rounds are plainly "in common use" "for lawful purposes like self-defense." Ergo, they may not be confiscated. The analysis is similar to then-Judge Kavanaugh's dissenting opinion in the 2011 Heller II case in the D.C. Circuit.
The Duncan opinion then examines the confiscation statute under various levels of "heightened scrutiny": categorical invalidation, strict scrutiny, and intermediate scrutiny. The confiscation statute is found unconstitutional under each of these standards. |

The Hawaii Rifle Association (HRA), with the support of the National Rifle Association, today filed a lawsuit challenging Hawaii�s extreme requirement that a concealed carry license can only be issued in �urgent� or �exceptional� instances.
�This law is so extreme that regular, law-abiding Americans cannot obtain concealed carry licenses, and that is a clear violation of their right to keep and bear arms,� said Chris W. Cox, executive director, National Rifle Association Institute for Legislative Action. |

In one of the strongest judicial statements in favor of the Second Amendment to date, Judge Roger T. Benitez of the U.S. District Court for the Southern District of California determined on Friday that California�s ban on commonly possessed firearm magazines violates the Second Amendment.
The case is Duncan v. Becerra.
The NRA-supported case had already been up to the U.S. Court of Appeals for the Ninth Circuit on the question of whether the law�s enforcement should be suspended during proceedings on its constitutionality. Last July, a three judge panel of the Ninth Circuit upheld Judge Benitez�s suspension of enforcement and sent the case back to him for further proceedings on the merits of the law itself.
