The plaintiffs in Parker v DC have filed their response to the government's motion. This is the third document in a sequence of four: proposal, counterproposal, response, and counterresponse. All this is supposed to decide what happens to the case next. The government wants a dismissal on alternate grounds (standing, rather than on the merits). The Parker plaintiffs want to proceed to argue the merits of the case, and we're here today to analyze their response -- which they filed ahead of the deadline."
"There aren't supposed to be any new issues raised here; we are only responding and elaborating on issues raised in the earlier proposal and counterproposal." ... |

"The Pentagon is spending hundreds of thousands of dollars to develop a new "energy pulse" weapon that can deliver a jolt of excruciating pain from more than a mile away. Researchers have expressed outrage that work used to control pain is now being used to develop such a weapon."
"The weapons involve Pulsed Energy Projectiles (PEPs), which fire a laser pulse that in turn generates a burst of expanding plasma when it hits something solid. It can cause temporary paralysis and knock a person off their feet. But documents uncovered by the Sunshine Project, a biotechnology watchdog, also reveal that the same technology could be used to kill a person." ... |

"'It is common sense that five-seven handguns should be banned because the weapon exists only to kill law enforcement officers,' said Engel. 'If you support police officers, then you should support my legislation to ban this cop-killer weapon. Police officers wear bullet-proof vests to get them home safe to their families and loved-ones. We owe it to those brave men and women to help ensure their bullet-proof vests cannot be pierced by readily available five-seven handguns.'" ... -------

A 13-year-old Wilder Middle School pupil was charged Thursday with bringing an unloaded .22-caliber pistol to school. Henrico County authorities said they also found ammunition for the gun in a coat in the boy's locker.
Police said school administrators earlier Thursday were alerted that the boy may be in possession of a handgun.
They took him to the office and found the weapon in his pocket during a search. "He said it wasn't his," Henrico police Lt. Doug Perry said.
The boy was charged with possession of a firearm on school property and possession of a firearm by a minor. |
