Early one Saturday morning in April 2016, 41-year-old Scott Franklin got out of his car at a red light and approached another vehicle, one of two filled with young men out partying. Franklin, who was on his way home from working a shift at a Mexican restaurant, was angry: The dispute, police later said, was over whether one car had cut off the other. As Franklin neared one of the other vehicles, 22-year-old Malcolm DiPina, who was riding in the backseat, drew a .40-caliber Glock pistol, rolled down his window, and fired three to five times. Franklin collapsed in the street, and died soon after. The car sped away.

A group of lawmakers charged with hammering out a compromise on a bill to ban the carrying of guns on college campuses deadlocked Monday over whether to make a violation of the law a criminal offense or a civil one. The measure is the most significant gun-control proposal that the General Assembly has taken up this year. But a conference committee of three senators and three delegates failed to agree after a brief meeting on Monday, leaving the bill's fate up in the air with only hours to go until this year's session ends.

The Township Council agreed to borrow $129,000 to pay for 40 camera-equipped stun guns, batteries and accessories for police officers. Once the Council approves the ordinance, the officers will undergo training and should be ready to carry the conducted energy devices, also known as stun guns, by early next year.

As Action 2 News first reported in mid-January, Alderwoman Barb Dorff pushed for a study of Wisconsin�s ten largest cities to see how Green Bay compares when it comes to gun rules in the council chambers. On Monday, the results were finally made public. Waukesha and Green Bay allow guns in city hall, while Milwaukee, Madison, Kenosha, Racine, Appleton, Eau Claire, Oshkosh and Janesville do not allow guns.

No charges will be filed after one customer fatally shot another Saturday afternoon at a gas station in west suburban Elmwood Park.

At 4:52 p.m. Saturday, officers responded to a call of shots fired between two customers at the station in the 7400 block of West Grand Avenue, according to a spokesperson acting on behalf of Elmwood Park police.

At least 94 guns were reported stolen in Marion County from Jan. 1 � March 31. That's more than one gun theft a day, on average.

During the same period, 11 stolen guns were recovered by IMPD officers � mostly found in the possession of suspects in other criminal investigations.

Newly-sworn Associate Justice Neil Gorsuch will be rolling up his sleeves and getting to work almost immediately on various issues facing the Supreme Court of the United States (SCOTUS), and among the potential cases, according to at least two media reports, are those dealing with Second Amendment rights outside the home.

According to NBC News, �Another case awaiting action asks the court to decide whether the Second Amendment provides the right to carry a gun outside the home.

While the commonwealth of Virginia has a proud history of freedom and liberty, Gov. Terry McAuliffe isn�t helping matters any. On Wednesday, the Virginia Senate failed to override a McAuliffe veto of a series of important self-defense measures that would have helped better equip women who are victims of domestic violence. Yes, you read that right: He vetoed bills that would have made domestic violence victims safer�and many in the Senate apparently were perfectly happy with that.

The city of Westminster has received a letter from legal group Stamboulieh Group PLLC concerning a city law that bans residents from carrying electronic arms. The legal group, which represents the Firearms Policy Coalition, the Firearms Policy Foundation and, according to the letter obtained by the Times, the "law-abiding individual taxpayers," was sent to the city attorney demanding Westminster repeal or amend a part of the code that bans electronic arms, such as stun guns.

Massachusetts lawmakers are weighing legislation aimed at taking guns out of the hands of those deemed at risk of hurting themselves or others.

A judge who oversaw criminal cases in Cook County, Illinois, was shot to death early Monday outside his Chicago home and a woman he knew was shot and wounded, police said. Investigators are looking at the possibility that the shooting of Associate Circuit Court Judge Raymond Myles and the acquaintance could have been part of an attempted robbery, although police don't believe anything was stolen from the victims or the house. Chicago police spokesman Anthony Guglielmi said Myles also "may have been targeted for one reason or another."

Q: I have seen references to .45-cal. Reising submachine guns that were used by the Marine Corps in World War II. All of the photos I�ve encountered depict full-length wooden stocks. However, I just encountered a photo of a Reising with a folding stock. Was this an experimental version or was it actually issued as well?

A National Rifle Association employee accidentally shot himself while doing firearms training at the organization's headquarters, according to police. The 46-year-old man's pistol accidentally discharged Thursday afternoon as he holstered the gun in Fairfax County, Virginia, police said.

A 22-year-old man was killed and his father critically injured Sunday morning in the city's Burnside neighborhood after the pair shot each other during an argument over the family dog, according to Chicago police.

The shooting occurred around 8:20 a.m. near the 9100 block of South Woodlawn Avenue, police said.

So I�ve been tasked with reviewing the new Walther Creed pistol. I know: Poor me, I have to shoot guns for a living. But there�s a problem. How do I present it in an exciting, attention-grabbing way? Do I go with a �Rocky�-franchise reference? One of our Facebook followers attached a picture of Carl Weathers as soon as we posted the Walther Creed. Of course, Shooting Illustrated is known for its tortured musical references, so asking if the firearm public will accept the Creed �with arms wide open� is almost too cheesy to resist. We�re talkin� Lambeau Field headwear cheesy.
