PA: Concealed Carrier Shoots, Kills Armed Robbery Suspect in Convenience Store

A criminal entered a Philadelphia convenience store around 12:30 PM this past Wednesday. He was armed with a handgun and attempted to rob the store to make off with some quick cash. Unbeknownst to him, a customer in the store had a valid Pennsylvania concealed carry permit and a gun on him as well.

The customer drew on the suspect and shot him twice. Paramedics transported the suspect to a nearby hospital, where he was pronounced dead.

During her Senate confirmation hearings, Sen. Chuck Grassley (R-Iowa) asked, �Do you believe the individual right to keep and bear arms is a fundamental right?�

Judge Jackson�s response is telling: �Senator, the Supreme Court has established that the individual right to keep and bear arms is a fundamental right.�

She did not say the right to keep and bear arms was enshrined in the Constitution. Nor did she say it�s part of our God-given right to self-defense. Instead, she believes the RKBA was �established� by the Supreme Court.

Georgia Governor Brian Kemp said he is ready to sign the controversial constitutional carry bill.

Yesterday the State Senate had to approve some minor changes, and now it has officially passed.

After Senate approved the legislation, Kemp took to Twitter, saying, �I appreciate the House & Senate for their hard work to get Constitutional Carry over the finish line. Law-abiding Georgians deserve to ensure they can protect themselves and their families, and this legislation strengthens that God-given right.�

Once signed, the new law would still require federal background checks on gun sales through licensed gun dealers.

Patricia Barragan, 30, was at home with her children on the 1200 block of West Kendall Drive when her ex-boyfriend, Jorge Alberto Duran Garcia, 31, forced himself into her home just after 9:30 p.m., the San Bernardino Police Department said in a news release.

Barragan had a temporary restraining order against Garcia and there was a history of domestic violence, the release said.

When Garcia entered the home, Barragan shot him in self-defense, but Garcia was able to overpower her, grab the gun and shoot her, according to police.

The couple were found with gunshot wounds and pronounced dead at the scene.

With the recent murders of Naomi Irion and Anna Scott, Battle Born Ammunition in Carson City, felt it was the right time to host a free self-defense class.

�It�s called, Refuse To Be A Victim,� said Kristy Scott, owner of Battle Born Ammunition. �Some of the things in that class, to me, were quietly brilliant because as women, let�s say we�re broken down by the side of the road, one of the things this class teaches you is instead of sitting in the driver�s seat and making your calls... you get into the passenger seat and that way anybody coming by is going to think �Oh, they�re with somebody�.�

The CZ 82, or Pistole vz. 82 if you want to run with the original nomenclature, is an all-metal handgun that served the now-defunct Czechoslovakian military in the last decade of the Cold War. With the collapse of the Soviet Union, it quickly found its way into the states, where it became a fairly popular concealed carry option on the American surplus market.

Three things, in particular, set the CZ 82 up for concealed carry success � availability, size, and capacity. The CZ 82 offered a 12+1 capacity in a compact package well before the micro, polymer-framed carry revolution that has seen the rise of double-stack handguns like the Sig Sauer P365.

Yesterday, the Colorado Senate passed Hunter Education bill, House Bill 22-1168. The measure joins anti-gun, House Bill 1086, which was passed out of the Senate earlier last week. Both measures now head to the desk of Governor Jared Polis for his consideration. Please contact Governor Polis and ask him to SIGN HB 22-1168, and to VETO HB 22-1086.

Georgia's state Senate passed the state's constitutional carry bill on Friday, setting Georgia up to become the 25th state in the union to not require a permit to carry concealed firearms for legal gun owners.

The 34-22 vote sends the bill to the desk of GOP Gov. Brian Kemp, who is expected to sign it. The bill passed the state House on Wednesday.

A more than 30-year effort by the National Rifle Association (NRA) reached a milestone today as the Georgia legislature became the 25th state in the nation to pass constitutional carry. A movement long championed by the NRA, constitutional carry eliminates the need for government permission before a law-abiding individual can exercise their right to bear arms.

�I think the evidence was conclusive that my client had to protect himself and acted in self-defense,� said defense attorney John Tindal. �They found that it was self-defense and �Not guilty� was the correct verdict.�

Tindal said he was not surprised by the jury�s verdict.

Lead prosecutor Joe Hicks had no comment following the verdict. Alexander Carey, who helped prosecute the case, previously said that he could not speak to the media without a supervisor�s consent.

In my opinion, background checks should be required when selling firearms at flea markets. To the public�s benefit, limitations and requirements are enforced when buying a gun. People wanting to buy a handgun from a licensed dealer must be over 21, free of felony convictions, free of possessing illegal controlled substances within the last year, not be an unauthorized immigrant temporarily visiting the U.S. or be dishonorably discharged from the military, as well as not having renounced their citizenship or having been issued restraining orders.

Today, the Senate voted 34-22 to concur with the House�s amendments to Senate Bill 319, constitutional carry. It will now go to Governor Brian Kemp, who has previously stated his support for constitutional carry. Georgia is now very close to becoming the 25th constitutional carry state, and the fourth to join that group in 2022.

Yesterday, the Idaho Legislature adjourned from a successful 2022 Legislative Session, having passed two forms of Emergency Powers legislation protecting our Second Amendment rights during times of declared emergency. Those measures, Senate Bill 1262 and House Bill 705, have also now been signed by Governor Brad Little.

United States Representative Ronny Jackson, TX-13, introduced the No User Fees for Gun Owners Act on Friday. This legislation would amend Title 18 of the United States Code and the National Firearms Act to ban any state or unit of local government from imposing any insurance requirement or any tax, user fee, or other similar charges as a condition of continued ownership of a firearm, pistol, or revolver.

This week, Senate Bill 906, requiring parental disclosure of firearm ownership and storage practices failed in the Senate Education Committee. However, the bill is not dead yet, as the bill was granted reconsideration for later in the session. Additionally, Assembly Bill 2156, banning 3D printing of parts and lowering the threshold for requiring a license for homebuilt firearms, passed the Assembly Public Safety Committee, and Assembly Bill 1769 was sent to the suspense file for consideration later in the session by the Assembly Appropriations Committee. Next week, two policy committees will hear three firearm and hunting-related bills as they continue along the legislative process.

Actually, no, I don�t got it. And neither do the state�s bankers, who say they know of no firearms business that has been shut out of banking services.

�We have searched high and low trying to find circumstances in which there is a firearms business or a rampant set of firearms businesses that are going without a banking relationship and we�ve been unable to find any,� Jay Kaprosy, lobbyist for the Arizona Bankers Association, told the Senate Appropriations Committee on Tuesday.

Alabama lawmakers on Thursday advanced legislation aimed at resisting a half-dozen executive actions by President Joe Biden to combat gun violence.

The Alabama Senate voted 24-5 for legislation that would prohibit state and local officials from participating in the �administration or enforcement of any presidential gun control order.� However, the bill includes an exemption if doing so would jeopardize federal funding.

The measure is part of red-state efforts to seek, both tangible and symbolic, resistance to federal gun control measures.

Yesterday, the Kansas Legislature passed a measure that creates the option of a lifetime hunting and fishing license for children. The measure, now having passed both chambers and concurrence, goes to the desk of Governor Laura Kelly for her signature. Gun-rights supporters have long understood that firearm registration leads to and facilitates gun-control advocates� terminal goal of gun confiscation. What may be less clear to many gun owners is how our opponents seek to abuse gun registries and other firearm-transaction data to attack our rights in other ways.

Gun owners have every reason to oppose gun registration in order to prevent confiscation.

Yesterday, the Senate passed House Bill 1021, to impose unreasonable burdens on gun stores and drive them out of business. This demonstrates that the General Assembly would rather punish gun stores for the actions of criminals, rather than hold the criminals accountable. It will now go to Governor Larry Hogan�s desk for his consideration. Please contact Gov. Hogan and ask him to VETO HB 1021.
