"I worked in law enforcement from 1964 to 1998, both as a sworn officer (30 years) and in unsworn positions, and was directly responsible for several young people choosing law enforcement as a career. I notice that many teachers' organizations today frown on young people being taught gun safety or anything to do with firearms or target shooting. They blame gun owners for the actions of criminals."

"Daniel Berry was with friends fishing at a local creek when they saw a group of teenagers shooting potatoes out of the gun. One of the teens came up with the idea of putting frogs in the tube. When the gun began to misfire, Berry went over to help. He was looking down the barrel of the toy gun when it shot a frog into his face."

In fact, I have introduced legislation, the Second Amendment Restoration Act (HR 153), which repeals misguided federal gun control laws such as the Brady Bill and the assault weapons ban. I believe the Second amendment is one of the foundations of our constitutional liberties. However, Mr. Speaker, another foundation of those liberties is the oath all of us took to respect constitutional limits on federal power. While I understand and sympathize with the goals of the proponents of the Protection of Lawful Commerce in Arms Act (HR 1036), this bill exceeds those constitutional limitations, and so I must oppose it."

But the city's success in disarming responsible, law-abiding residents has been remarkable. No handgun can be registered in D.C. Even those few pistols registered a quarter of a century ago, prior to the district's 1976 ban, cannot be carried from room to room without a license. All firearms in the home, including rifles and shotguns, must be unloaded and either disassembled or bound by a trigger lock. In effect, no one in the district can possess a functional firearm in his own residence. Naturally, the criminal class, undeterred by laws against murder and robbery, isn't likely to be cowed by gun regulations. But honest, peaceable citizens will obey the regulations, and therein lies the problem."
