"A candidate for Federal public office in New York State yesterday suggested that there is no link between reckless gun dealers and crime guns on the streets of New York. His remarks, Jim Brady said this morning, 'show a level of cluelessness that is remarkable given his desire to serve in an important public position.'"
"'John Spencer must have bumped his head,' said Brady, the former press secretary to President Ronald Reagan who was wounded in the assassination attempt on the President 25 years ago last week. "Organizers of the 1994 genocide in Rwanda used a 'civilian self-defense system' to mobilize participants in the campaign to exterminate the Tutsi minority, Human Rights Watch said in a briefing paper released today."
"The 17-page paper, 'The Rwandan Genocide: How It Was Prepared,' draws on previously unpublished documents to lay out the way the extermination system was planned in the months before the genocide was launched, 12 years ago this week." "'Genocidal violence did not just break out as a result of fear or hatred of the Tutsi minority,' said Alison Des Forges, senior adviser to the Africa division at Human Rights Watch. 'It was launched by military, administrative, and political authorities using the machinery of the state.'" [emphasis added] ... |

It was the fifth report to clear the officer.
A report by the Lea County Sheriff's Department found that Gunter was wrestling Barva to the ground when Barva pointed a gun at the officer. The report said the officer drew his gun and fired once, killing Barva. |
