Officers said 25-year-old Michael Summerour was shot with a small caliber gun and suffered a non-life-threatening injury to his thigh. He was taken to an area hospital for treatment.

Detectives said Summerour and the person officers believe shot him were still at the scene when police arrived.

Investigators said they believe the shooting was the result of self-defense and no charges have been filed.

In California, a state with some of the strictest gun laws in the country, Sacramento County has become an oasis for gun owners wanting to carry their weapons in public. Thousands of residents have been issued concealed carry permits by the sheriff, Scott Jones, since he took office four years ago.

During his campaign, Jones promised to loosen restrictions on issuing permits to carry concealed weapons. And he followed through. Gun owners now boast on online message boards that he hands out permits �like candy.�

�The most wanted gun in America� is what the New York Times dubbed the AR-15-style semiautomatic in February 2013. Even though assault weapons � guns originally designed for combat use and rapid fire � constitute only about 1% of all 300 million firearms in America, lately they've been flying off the shelves. Demand has outpaced production.

On Wednesday, June 10, 2015, Chairman of the House Committee on Natural Resources Rob Bishop (R-UT) introduced H.R. 2710, the �Lawful Purpose and Self Defense Act of 2015.� This bill would remove BATFE�s authority to interpret or reinterpret the �sporting purposes� clauses in federal law, which only serve to undermine the core purpose of the Second Amendment. Under Chairman Bishop�s legislation, all lawful purposes � including self-defense � would have to be given due consideration and respect in the administration of federal law.

In the email this week we have a notice from Senator Tom O�Mara (R,I,C-Big Flats) that the New York State Senate June 8 approved legislation to repeal key provisions of the NY SAFE Act, signed into law by Governor Andrew Cuomo two years ago.

While acknowledging that total repeal of the SAFE Act hasn�t got a snowball�s chance in heck, O�Mara writes, �The SAFE Act remains the vehicle giving voice to the importance of the Second Amendment. The NY SAFE Act goes too far to infringe upon the Second Amendment rights of law-abiding, responsible citizens throughout my legislative district and statewide.�

Kalief Browder faced regular beatings and solitary confinement when he spent three years at Rikers Island, a set of prison complexes floating between the Bronx and Queens in New York City, while waiting for trial for allegedly stealing a backpack at the age of 17.

Last Saturday, two years after his release from prison, he committed suicide just a few days before he had to make a court appearance.

Now members of Congress are speaking out and calling his treatment unconstitutional.

Senator Rand Paul (R-KY), a 2016 presidential candidate, is one of the right�s most vocal prison reform advocates. After the news of Browder�s suicide, according to Al Jazeera, Paul spoke out:

Two hotly debated gun bills will clear a final hurdle Saturday.

Gov. Greg Abbott is holding a ceremony at a shooting range outside Austin to sign bills to �expand Second Amendment rights,� his office said Friday. That includes the contentious proposals � opposed by Democrats � to allow open carry and campus carry.

�Open carry & campus carry will be legalized in Texas tomorrow with this pen,� the Republican wrote on Twitter on Friday, showing a picture of a Sharpie with his name on it.

On May 31, Jeffry Smith called the St. Louis Zoo and demanded that it remove its "no weapons" signs from the entrances. Smith also insisted that the zoo officially change its policy to permit visitors to bring firearms on the premises. The zoo refused. Smith promptly scheduled an open-carry demonstration inside the zoo for June 13, 2015. The zoo went to court seeking a restraining order barring Smith from carrying out his event.

Now, just a day before the planned demonstration, a Missouri court has granted the restraining order, explicitly forbidding Smith and his fellow gun enthusiasts from marching through the zoo with their weapons.

The rate of gun-related murders fell sharply in the 10 years after Connecticut implemented a law requiring people buying firearms to have a license, according to a study.

In 1995, a permit-to-purchase handgun law went into effect in Connecticut, stating that people who want to buy a gun must apply for a license (or permit) with the local police, a process that involves a background check, as well as complete at least eight hours of gun safety training. The law also raised the minimum purchasing age from 18 to 21.

Spartanburg County Council's effort to begin looking at ways to prohibit firing guns in densely populated areas is being met by opposition from some residents.

Council members want to develop an ordinance because of complaints they have received from residents about neighbors holding target practice with small-caliber guns in their backyards. Some residents are concerned the practice is dangerous in heavily populated areas.

�The presence of concealed weapons will make a campus a less safe environment,� McRaven wrote to the Texas Legislature. Besides accidents and suicides, McRaven said, he�s worried that the system will have a harder time recruiting people from outside the state put off by the proliferation of guns on campus.

And did the legislature listen to this voice of experience and reason? Of course not. Prodded by the gun lobby, legislators passed a campus-carry bill last month. Gov. Greg Abbott is expected to sign it any day now. Texas would become the ninth state to allow concealed weapons on public post-secondary campuses, according to the National Conference of State Legislatures. (Arkansas allows only faculty to carry.)

In an attack designed to attack Fox News personalities, Hansen claims:

Of course the bigger problem here is that Gutfeld is convinced that his version of reality represents facts. Is it true that since 1950 only one or two mass shootings have occurred in non-gun-free zones? The shootings at Fort Hood and the Washington Naval Base are two recent mass shootings which clearly don�t fit the �gun-free� profile.

The reality, of course, is that Hansen is utterly, laughably wrong.

Military bases are �gun free zones.� Concealed carry is banned outright, firearms are strictly regulated outside of firing ranges and armories, and only police and soldiers on special duty have access to guns.

On Monday, the U.S. Supreme Court declined a petition to either summarily reverse or hear an appeal of the decision in Jackson v. City and County of San Francisco, issued by the U.S. Court of Appeals for the Ninth Circuit on March 25, 2014.

The Ninth Circuit decision upheld San Francisco ordinances requiring any firearm within the home not actually carried on the person to be in a locked container or disabled by a state-approved trigger lock and banning the sale of hollow point ammunition. In each case, the Ninth Circuit wrongly determined that while the ordinance �burdens� the �core� Second Amendment right of self-defense within the home, it does not entirely �destroy� it.

On Thursday, June 11, the Senate Law & Public Safety Committee passed Senate Bill 2786 on a unanimous vote.

Last week, the Assembly Law & Public Safety Committee adopted the Assembly companion bill, Assembly Bill 4218. Both bills now advance to their respective chamber for floor votes.

Beginning June 12 2015, the NRA National Firearms Museum is proud to host Steampunk Guns, a new exhibit that combines a fantastic science fiction world with the modern steel canvas afforded by real firearm designs.

In the case of GeorgiaCarry.Org, Inc., et al., v. U.S. Army Corps of Engineers, decided June 9, 2015, the Eleventh Circuit Court of Appeals affirmed the decision of the lower court to deny a request for a preliminary injunction against the enforcement of the Corps' regulation that prohibits loaded firearms and ammunition form federal property managed by the Corps. The rule is located at 36 C.F.R. � 327.1

Finally, the Court of Appeals notes that these proceedings only disposed of the request for a preliminary injunction, and did not address any additional issues that may present themselves when the matter of the request for a permanent injunction is litigated.

The distorted interpretation of the Second Amendment embraced by so many Americans got a little moreso last week when every Republican, and numerous Democrats, in the Maine House and Senate gave their approval to LD 652, the so-called �constitutional carry� bill removing the state�s permit requirement for carrying a concealed weapon.

In doing so, they further diminished the right of countless Mainers, and visitors to our state, to choose for themselves whether they wish to be in the presence of someone carrying a handgun in a public place.

The Michigan Senate passed a pair of bills (SB 209 and SB 211) this week that promote teaching of civics principles from the Declaration of Independence, the U.S. Constitution, and the Michigan Constitution for all public school students.

One of the bills specifies, but does not limit, instruction to a set of required elements, including the First Amendment's right to freedom of religion and the Second Amendment's right to bear arms. The bills would require the state's model core curriculum to include lessons covering those required elements by May 1, 2016.

The recently approved campus carry bill, designed to provide for the exercise of second amendment rights on public university campuses in the Lone Star State, was the subject of a sharply slanted report on Telemundo�s national evening news program. Under the opening headline �No to Arms�, correspondent Ivan Taylor practically delivered an editorial against the measure, which enjoys widespread popular support and was overwhelmingly approved by Texas legislators. The words �University Students Demand Gun Prohibition� were actually flashed on screen throughout Taylor�s report.

The other hot issue for 2016 will be Second Amendment rights. Shumlin has been a stalwart supporter of gun rights, even in the face of a well-financed and organized assault by GunSenseVT. A new governor more in line with the Bloomberg position could be a game changer.

June 9, The Washington Times reported, via AP, a petition by gun control adversaries has been filed to recall the recent bill signed in Oregon requiring background checks for private gun sales. The petition specifically is a recall against Democratic Sen. Floyd Prozanski of Eugene, the background check's chief sponsor. Three additional Democratic lawmakers who support the background check legislation have also been targeted. The three others, named in The Oregonian on April 16, are first term Sen. Chuck Riley, D-Hillsboro and Rep. Susan McLain, D-Forest Grove as well as House Majority Leader Val Hoyle, D-Eugene.

Rasmussen Reports today revealed that an overwhelming majority of American voters �prefer living in a neighborhood where they have the option of owning a gun than to live where nobody is allowed to be armed.�

The Friday report also notes that more voters believe President Barack Obama is �less faithful to the Constitution.� The second revelation comes from a survey that found, �On issues from immigration policy to Obamacare, Obama�s executive actions have sparked criticism that the president acted outside the Constitution by circumventing Congress.�

The Citizens Committee for the Right to Keep and Bear Arms on Friday became the latest group to announce support for legislation introduced Wednesday by Utah Republican Congressman Rob Bishop to fix the �sporting purposes� language in the 1968 Gun Control Act; a measure that should gain plenty of traction among gun owners.

Bishop�s H.R. 2710 is being best defined by its supporters at CCRKBA, the National Shooting Sports Foundation and National Rifle Association. In a press release introducing his bill, Rep. Bishop pulled no punches about the reasons behind the legislation, which might be seen as a direct poke in the eye of the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF).
