"Gun dealers have to know they will be held accountable when they abet criminals. But here's the thing: Even though the Justice Department says it increased prosecutions of gun dealers by 43 percent since 1999, only 578 prosecutions were brought last year - out of an estimated 150,000 violations, according to Americans for Gun Safety. That left 99.6 percent of illegal purchases unaddressed. You almost can't blame the gun dealers for playing those odds."

Research by Chuckie Schumer's office shows that a tiny percentage of gun dealers (one tenth of one percent of all federally licensed gun dealers) is responsible for these illegal sales. It's entirely logical to assume that the 150,000 violations were being carried out by the same small bunch of dealers, and ergo, it's possible that the 578 prosecutions punished the majority of the "bad apples."
