A man who shot and killed another during a road-rage dispute will not face criminal charges, Kent County Prosecutor Chris Becker said Friday, June 30.
He said prosecutors could not prove beyond a reasonable doubt that the shooter did not act in self-defense.
Donald Dudley, 20, of Bailey, was killed. His brother, Benjamin Dudley, 18, was seriously injured by gunfire.
Robert Chipman Jr., 43, who held a valid concealed-pistol license shot the two after the road-rage incident. He told police he fired his gun during a physical altercation, Kent County sheriff's deputies said.
"The facts clearly show Robert was not the aggressor, the two brothers were," Becker wrote in a report. |

A recent poll revealed a majority of those surveyed believe the congressional baseball shooting �will have no impact� on how people talk about politics.
In fact, 79 percent of respondents said �the way people talk about politics� contributes to violence, according to a Quinnipiac University poll released Thursday.
The Federal Bureau of Investigation characterized the June 14 shooting at a baseball field in Alexandria, Virginia, as an unplanned attack on Republican congressman perpetrated by a disgruntled, homeless Illinois man who volunteered for Sen. Bernie Sanders�s presidential campaign last year and despised President Trump. |

The concern stems from vague language contained within Senate Bill 383, a bill codifying requirements for school districts to meet when drafting policies allowing teachers and staff to carry on school grounds. One of the provisions mandates districts provide law enforcement with a list of names identifying armed staff members at each school.
There�s no directives on how to protect that information, however, before, during or after its disclosure � and that�s a big problem for gun rights attorney Joshua Prince, of Prince Law Offices in southeastern Pennsylvania, an hour east of Philadelphia. |

According to the Iowa Firearms Coalition, HF517 is the largest pro-Second Amendment bill in Iowa history and 2017�s most comprehensive pro-gun owner bill passed anywhere in the country.
The bill contains several provisions, including the Stand Your Ground law, legalizing youth handgun shooting, legalizing short-barreled rifles and shotguns, protecting the personal information of Permit to Carry holders, increasing penalties for straw purchasers who buy guns for criminals, and many more.

The U.S. Conference of Mayors met for their 85th Annual Meeting from June 23-26 in sunny Miami Beach, Fla. Continuing a tradition almost as old as the meeting, the assembled mayors schemed on how to prevent the American people from exercising their right to keep and bear arms.
This year, Chicago Mayor Rahm Emanuel and New York Mayor Bill de Blasio put forward a resolution expressing the USCM�s opposition to National Right-to-Carry Reciprocity legislation. The resolution was adopted, with only Mayor Billy Hewes of Gulfport, Miss. and Mayor Kyle Moore of Quincy, Ill. registering their opposition. |

Two Republican senators introduced legislation that would make suppressors�or silencers, as they�re more commonly known�more easily available to the American public. The bill, called the Silencers Helping Us Save Hearing Act, would eliminate taxes and federal regulations of suppressors.
�By properly classifying suppressors as a firearm accessory, our bill would allow sportsmen to have better access to hearing protection and preserve the hearing of sportsmen, gun owners and those who live near shooting ranges,� said Sen. Mike Crapo, R-Idaho, in a press release.

FL: Cost of concealed weapons permits goes down in Florida

The fee to apply for or renew a concealed weapons permit in Florida is going down $5.
As of July 1, it will cost $55 to apply for a concealed carry permit and $45 to renew. The Florida Department of Agriculture and Consumer Services announced the change Thursday.
This is the third time in five years that Agriculture Commissioner Adam Putnam has reduced the fees on concealed weapons permits. |

Now, he said he is trying to get the message out about the college�s new weapons policy and rules concerning concealed carry. Those rules, such as being over 21 and no prior record, and where a gun can be carried, are posted on the college�s website at www.kckcc.edu. There may be areas of �temporary adequate security� where guns are not allowed, according to KCKCC rules. Guns may be stored in a locked vehicle if guns are not able to be seen, but they can�t be stored in desks, lockers and offices. The open carry of a gun is prohibited. |

Last week, the SJC agreed to hear Cassidy�s case. He said he plans to come back to the Bay State and fight state prosecutors without a lawyer by his side. If he loses, he says he will take the fight to federal court.
�I�m going to go it alone. I have yet to find a Massachusetts lawyer that passionately believes in gun rights,� he said. �People don�t understand the idea of owning a gun simply because it�s your right.�
Brent Carlton, co-founder of Commonwealth Second Amendment, a nonprofit promoting the interests of Bay State gun owners, certainly gets that. But he�s concerned about the SJC�s decision to take Cassidy�s case. He says the high court picks cases that will allow it to restrict Second Amendment rights through precedent. |

Only the last question provoked the ire of pro-gun legislators, activists and legal scholars, creating a legal showdown between the First and Second Amendments in the Eleventh Circuit, stemming from Florida's Privacy of Firearms Owner's Act. Tomorrow, July 1, the provisions of House File 517, go into effect. Thanks to your active involvement last session, this bill was signed by Governor Branstad on April 23, 2017. HF 517 marks a step forward in protecting the Second Amendment rights of law-abiding Iowans across the Hawkeye State.

Gun owners received disappointing news on Monday when the U.S. Supreme Court declined to review a decision by the U.S. Court of Appeals for the Ninth Circuit that effectively let stand California�s �may-issue� permitting regime. The upshot of this decision is that law-abiding Californians in many areas of the state will be effectively denied the right to �bear� arms in public for self-defense.
But there was a silver lining to this development as Justice Neil M. Gorsuch � President Trump�s pick to replace the late, great Antonin Scalia � came out strongly in favor of the Second Amendment by joining a dissent from the court�s decision penned by Second Amendment stalwart Justice Clarence Thomas. |

Exactly two weeks after the Czech Republic announced that they would challenge restrictive changes to the European Union�s European Firearms Directive in the European Court of Justice, the small nation has once again acted to defend themselves against transnational gun controllers. On June 28, the Czech Chamber of Deputies (the lower house of the Czech Parliament) approved a constitutional amendment to protect Czech citizens� right to possess firearms and ammunition, with a reported 139 of 200 deputies voting in favor.

The Iowa Supreme Court earlier this week banned weapons in county courthouses, which could cause complications after former Gov. Terry Branstad signed a wide-ranging gun rights bill that allows Iowans to sue cities and counties if they enact weapons-free zones if they can prove they are �adversely affected.�
The contradiction between the two branches of government has some county officials confused, but members of the Polk County Board of Supervisors said they plan to continue their security measures and align with the court�s decision. |

High-profile incidents, like the recent shooting during a congressional baseball practice, renew interest in the national debate over gun rights and gun control, but gun safety should be a concern for everyone, every day. Americans have strong and divergent views on the subject. The Pew Research Center reports that 37 percent of American households keep guns and 79 percent of gun owners think guns keep them safe. As civil libertarians, we take our Second Amendment rights very seriously. It is no coincidence that totalitarian and authoritarian governments worldwide from Hitler�s Germany to Castro�s Cuba to Stalin�s Soviet Union, have come for their citizens� guns as soon as they take power. The Second Amendment was intended as a countermeasure to protect Americans against abusive political authority.
Philando Castile�s troubling death last year at the hands of Minnesota police should be a sobering reminder that the police have a solemn responsibility to American citizens to serve and protect; not to wield justice as they see fit. |

The competing opinions mean the cases will likely go to the Ninth Circuit of Appeals. That court has recently upheld decisions in favor of laws similar to Prop 63.
Magazines holding more than 10 rounds have been banned from sale in California since 2000, but people who acquired them legally before the ban were allowed to keep them. Under Proposition 63 in its entirety, owners must destroy the large magazines, surrender them to police, or sell them to a licensed dealer. |

In Jeanerette, Louisiana, Police Chief Jeffery Matthews said a suspect broke into a house in the 2000 block of Frisco Street around 2 in the morning on Wednesday.
The 60-year-old female homeowner was watching TV in the living room when she heard a noise. She went to the bedroom and retrieved her gun. Hearing more noise, she went into the kitchen and found the intruder!
The first suspect shot at her and she returned fire, hitting him four times. That suspect fell to the ground and a second intruder kicked the back door open and both fled out the back of the home. |

A man was shot and killed in a Savannah home on Friday morning in what police investigators say was a self-defense shooting.
Thirty-four-year-old Marquice Allen was shot in a home on the 1100 block of West 49th Street at about 8:15 a.m. on Friday. Savannah-Chatham Metropolitan Police Department Investigators say the self-defense shooting occurred during a domestic dispute.
Allen died at the scene. Police officials investigated the area until after 1 p.m. on Friday and interviewed a person of interest during that time as well. |
