"FIVE YEARS AGO, Boston's streets were famously safe. Today, they are once again out of control. What happened, and how do we fix it?"
"Some history. Boston's homicide rate peaked in the awful year of 1990, fell in 1991, went back up in 1992, and stayed high until the summer of 1996. It then plummeted, light-switch style; by the beginning of 1997, it was a new world on the streets."
KABA NOTE: No need to wonder where this one is headed -- the author of this editorial has made a name for himself in the world of gun control. Included on his resum are design and implementation of "Operation Ceasfire" and direction of the "Boston Gun Project".

"Madison, the 'Father of the Constitution,' also lived in troubled times. Wars were regular events in the 18th Century, and Madison's life was played out against the backdrop of such upheavals as the American and French revolutions and the Napoleonic wars. Indeed, his public life coincided with international conflict that stretched, almost without interruption, from 1776 to 1815." |

"To borrow from Winston Churchill's gripping cadences over the Battle of Britain, never have so many misfits owed so much to the few on the U.S. 9th Circuit Court of Appeals. The proof rests on Andrade vs. Attorney General of the State of California (Nov. 2, 2001), in which the court brandished the Eighth Amendment's prohibition of 'cruel and unusual' punishments to frustrate California's 'Three Strikes and Your Out Law' as applied to career criminal Leandro Andrade."
KABA NOTE: This thorough report details a case where the 9th Circuit Court said a harsh sentence for a career criminal was too much. The concluding statement may make the whole piece worth a quick read:
"The U.S. Supreme Court is slated to review Judge Paez's daftness in Andrade during October Term 2002. But in the meantime, shouldn't we consider whether a functioning cerebrum should be made a condition of service on the federal bench?" |

"Three senior police officers have been arrested for allegedly running a gun licence 'shop' at Philippi police station in Cape Town where anyone with cash - including gangsters and convicted criminals - has been able to buy permits to own firearms."
"Corrupt officers were reportedly paid to ignore factors which would have disqualified dubious applicants from becoming gun owners."
"Police blew the whistle on their colleagues."
CONSIDER: If a sworn officer of the law will help a gangster get a gun -- possibly endangering future citizens on the wrong end of the barrel -- but will also arrest otherwise lawful people for mere possession of a banned gun, would such an officer do worse things for money that endanger decent people's lives? If so, how far away is a revolt?

"In September 9, Reginald Carr and his brother Jonathan go on trial for what has become known as the Wichita Massacre. The two black men are accused of a week-long crime spree that culminated in the quadruple homicide of four young whites in a snowy soccer field in Wichita, Kansas. In all, the Carr brothers robbed, raped or murdered seven people. They face 58 counts each, ranging from first-degree murder, rape, and robbery to animal cruelty. Prosecutors will seek the death penalty."
"...she was on her hands and knees and one of the Carr brothers was unzipping his pants, he laid a silver automatic pistol on the floor two feet away from her. She thought about making a grab for it but realized she had no idea how to operate a gun, and instead submitted to rape and attempted murder. Had she known how to use a weapon, her four friends might be alive today." |

And yet, Americans dont seem to be particularly bothered by having to ask for state-sanctioned permission to do every little thing. "Ontario's police forces are getting stun guns, the province's public-safety minister announced Monday."
"Bob Runciman said tests of the Taser guns over the last year by officers in Ottawa and Toronto have demonstrated the weapon is effective."
BUT WHAT ABOUT... The only true way to determine the effectiveness of a weapon not designed for debilitation through penetration and thorough tissue disruption is to actually use it for its intended purpose on live specimens. To assure that these officers are safe in their duties, we'd like to offer all of the people who run the national registration scheme at the Canadian Firearms Center as test subjects. Videos of the experiment would sell for a hundred bucks in Alberta, and with the hundreds of millions of dollars squandered on their failing and unpopular pre-confiscation law, it appears they could use the money. |

CAMPO SECO -- "A popular shooting range that some neighbors want closed would remain open under a draft Bureau of Land Management plan, but gun enthusiasts wanting to use the range would need to tote their weapons nearly a half-mile before they could open fire." "The bureau also said it would increase patrols and cite violators for creating a hazard and a nuisance -- violations that could bring fines of up to $100,000 and up to a year in prison." |

However, [Muskegon Police Sgt. Charles] Flynn said the pepper-ball guns "do not take the place of an officer's firearm." [emphasis ours]
