"When Oklahoma City Police Chief M.T. Berry met with concerned citizens at a city church Thursday night, he was peppered with questions about his department's policies on use of force."

"It was only natural. The videotape of officers Greg Driskill and E.J. Dyer striking a prone suspect with tactical batons had been played over and over on local and national telecasts."

"... the use-of- force model used locally is pretty much the same as that used in every law enforcement agency nationwide."

"There are about three or four different use-of-force models out there ... it's not like you can just choose what you're going to do. It's set by ... the federal courts." -- Lt. Mike Jackson

"... options ... range from verbal commands to deadly force, and the proper course of action can change in a fraction of a second."

"Less than 12 hours after police warned Brighton residents of a masked man believed to be responsible for the attacks on at least 10 women since November, another assault occurred early yesterday morning."

The correct title of this story should be:

"Because women in the state are virtually banned from defending themselves with the most effective means available -- the handgun -- another vicious predator is still on the streets instead of the hospital, jail or morgue where he belongs."

"If patrolman Benjamin Harrell would have been wearing his department-issued hat, he may not have been shot by a fellow officer last month, some city and law enforcement officials are saying."

'A police hat gives an officer a different profile,' said Safety-Service Director Fred Harris. 'I don't care if there is a moon or if it is completely dark, you know that it is a police officer with that hat on.'

JUXTAPOSITIONS: When an undercover officer dressed in street clothes -- without the 'required hat' -- pulls out a gun and screams out the word "POLICE!" and the people's he's trying to accost shoot him, they get charged with attempted murder of a police officer.

When a citizen negligently discharges a firearm and wounds someone, "he shot someone." When a police officer negligently discharges a firearm and wounds someone, "the gun just went off -- a 'freak' accident."

"Unlike many Americans deeply passionate about firearms, [British subject] Warren makes no bones about the reason he fantasizes about all things Smith and Wesson: his tiny, sparsely furnished apartment in Dorset has been burglarized five times in the past six years twice while he was at home, asleep and Warren hopes someday to defend his tiny stereo and 13-inch color television Charles Bronson-style."

"But when we visit gun stores, as we did during his most recent visit, Warren can't help laughing at how guns are marketed in this country as anything but killing machines."

"There's all of this flowery language about constitutional rights and the founding fathers. Or you see these Winchester ads that show pictures of some cowboy riding peacefully across the prairie," he said, laughing. "I want to know how fast I can kill somebody."

KABA NOTE: Mr. Annan needs to either: A) modify his power-grabbing to exclude the United States Constitution; B) modify his significantly inferior constitution so it reflects our own; or C) send us some blue helmets to modify with ventilation.

A or B is preferable, but more people every day expect and are prepared for C.

FL: Orlando Sentinel: "Gun owners need to do more to protect their firearms."

"When law-abiding citizens don't take the time to properly secure guns, those lethal weapons easily can fall into the wrong hands."

"An Orlando Sentinel analysis of gun records and shootings reveals that 34 people were killed in Central Florida during the last decade and 11 more were injured with guns that were stolen from law-abiding citizens. Florida, in fact, ranks fifth in the nation for the number of guns reported stolen in 2001."

QUESTIONS: How many of those slain were gangsters, drug-addicted habit-feeding robbers or other assorted street rats who earned their demises? And how many of the dead were disarmed peasants too weak to defend their own lives against such attacks?

Most gunowners agree that it's a good idea to secure firearms while not in use. ("In use" includes "readily available to shoot a bad guy.") But coming down on all gunowners because a few people's firearms were stolen is not only insane, it's sheer hypocrisy on the part of this newspaper. Will we now see the Sentinel bash automobile owners when their stolen cars are used in crimes? Hardly -- these folks are merely hoplophobes on a tear against your rights, and they've found a new pulpit from which to whine.

"Law enforcement officials are divided on the AR-15, which has turned up in major area crime scenes three times in the past three years -- most recently two weeks ago in an Oconee County drug bust. While protective of the Second Amendment and generally opposed to gun control, cops see how troublesome it is looking down the wrong end of an assault rifle barrel." [emphasis added]

'Don't get me wrong, I'm in no way in favor of gun control,' said [Madison County Sheriff Clayton] Lowe, who enjoys hunting. 'I believe if you give gun control people an inch they'll take you a mile. But it's no fun being outgunned by a bad guy, which is what happened in that situation.'

" 'We would like all future production of assault weapons outlawed,' said Marty Langley, a policy analyst with the pro-gun control Violence Policy Center in Washington, D.C."

"Lowe doesn't think gun ownership rights should change, despite the risks officers face in running up against such firepower."

'Unless they're a convicted felon, I'm all for it,' he said.

"Their suffering confined to metaphor, Bacor, Ordorica and Munoz walked away after lessons from three minority law-enforcement groups at Miramar College."

"Bacor, Ordorica and Munoz were unharmed. But the 15 police officers who volunteered at San Diego's Community Use of Force Workshop hoped the crisis situations the trio took part in all simulated, but tense nonetheless left a mark on their psyches."

"Bacor, a social worker who lives in La Mesa, prevailed in the scenario, but with some dismay. She feared she hadn't done enough to calm the situation, but Sgt. Rudy Tai reassured her."

This story starts off innocently enough...

"Lots of summer festivals have hot dogs, homemade ice cream and a kids' climbing wall. But how many have machine guns, dynamite and exploding cars?"

"The Hiram Maxim Military Shoot and Expo, which attracted thousands of gun enthusiasts to this Piscataquis County town over the weekend, had all of the above."

Then here it comes...

"There was also an incident Saturday that marred the event. A shooter was struck in the arm by a brass bullet casing when his weapon misfired, the Bangor Daily News reported."

"An immediate cease-fire was called to get medical attention for the man. He was hospitalized and released, according to a nurse on duty at nearby Mayo Regional Hospital."

With all of the fun and festivities and demonstrated safety, it seems the Associated Press could've come up with a more appropriate title and intro to their tale. Such is the world of SPIN.

"For years, many Europeans have seen the United States as the epitome of the Wild West, where gun control laws are weak, too many people own weapons and violent crime is widespread."

"But [the current spate of gun-related crimes] leave[s] many Europeans wondering if more must be done to control weapons, fight crime and prevent violent attacks by mentally troubled people."

"...Europe must accept the fact that it, too, is susceptible to horrific crimes."

"Nobody knows what has caused all these random attacks in Europe, and if there is any connection among them," said French journalist Ragis Verley, a correspondent for the European newspaper Quenzin.

"But everyone is asking two questions: How do such attackers suddenly appear on our streets with guns or rifles, and what are we doing to care for loners with mental problems?" [all above emphasis added]

"The Ontario Court of Appeal has struck down a law intended to prevent gun-related injuries and deaths because it allows police to go on 'wholesale fishing expeditions' in people's homes."

"In what is being described as an important victory for homeowners' rights, the court declared section 117.04(1) of the Criminal Code unconstitutional by a 3-0 decision. The law gives police the right to conduct sweeping bodily or residential searches for guns or ammunition, even if they have no reason to believe or suspect the person has weapons."
