It just did not have the votes to overcome the threat of a veto. 48 states already have concealed carry permit issue. No less than 40 of them are mandatory issue, meaning if you pass the background check and the course, the permit must be issued. "Georgia resident Luke Woodard ended up in the Paulding County jail for purchasing lottery tickets while carrying a handgun openly. He was charged with carrying a concealed weapon, even though he was carrying openly, and disorderly conduct. As reported in these pages previously, Luke Woodard sued the two Paulding County Sheriff's Deputies involved. Federal Judge Harold Murphy, Northern District of Georgia, recently ruled that the officers had no probable cause to arrest Mr. Woodard on either charge, and that therefore, his arrest was illegal."

Data released by the FBI's National Instant Criminal Background Check System (NICS) show an 18.1 percent increase in background checks on the sale of firearms in June.

Background checks for the first six months of 2009 are up 24.5 percent over the same period in 2008.

FBI background checks are required under federal law for all individuals purchasing either newly manufactured or used firearms from federally licensed retailers. As such, the checks serve as a gauge of sales but do not reflect the actual number of firearms produced or sold.

Your editorial regarding the Thune amendment was, as usual, off base. There have been well over 40 states that have given their citizens the right to carry, and these states have not turned into 1860 Tombstone. In fact, the opposite is true. Statistics from the FBI - not the NRA - show that crime has gone down in these states. Why would New York be any different?

A right-to-carry permit in New York is practically nonexistent. Those persons lucky enough to get a permit usually have one that is so restricted that it is in effect useless.

This bill was for people duly licensed in their home states - not unlicensed felons. If they are not a threat in their home states, why would they be a threat here?
