"Mandatory universal background checks to obtain a gun are among the current demands by those who insist the government does not have enough information and impose enough control and restrictions on U.S. citizens. The theory, unfounded, of course (and an obvious precursor to registration), is that conducting them will reduce violent crime. Still, if one is to credit backers of such measures with being sincere, it makes little sense to demand background checks in one case, but to not only turn a blind eye, but to attack people for advocating doing them on the intentionally undocumented."

Six Philadelphia narcotics officers were indicted Wednesday on racketeering and other charges for allegedly shaking down drug suspects for drugs and money, said United States Attorney Zane Memeger.

The officers once held a suspect over an 18th floor balcony and used a steel bar to beat someone else in the head, said authorities, who added that another suspect was held captive in a hotel room for several days while he and his family were threatened.

The National Rifle Association supported reasonable gun control for most of its history and didn�t even oppose the landmark Gun Control Act of 1968. But, since then, most attempts at safety regulation have stalled or gone backward, and that makes the example of cars instructive.

�We didn�t ban cars, or send black helicopters to confiscate them,� notes Waldman. �We made cars safer: air bags, seatbelts, increasing the drinking age, lowering the speed limit. There are similar technological and behavioral fixes that can ease the toll of gun violence, from expanded background checks to trigger locks to smart guns that recognize a thumbprint, just like my iPhone does.�

By not declaring his position on the issue, Baker avoided wading into an emotional fight between gun rights activists and police chiefs, who strongly support the provision, and gun rights advocates, who say the measure infringes on their Second Amendment rights.

Negotiators for the state Senate and House of Representatives have been wrangling over the different versions of the bill, as a deadline for action approaches. Thursday is the last day of formal legislative sessions.

The provision would give chiefs discretion to deny firearms identification cards, required to buy shotguns and rifles, to people they deem unsuitable � discretion they now have on licenses to carry handguns.

Gun-rights advocates, including most of Colorado�s sheriffs, are renewing their fight against the state�s two new gun-control laws.

They filed a court notice Monday stating they are appealing a judge�s decision that the laws comply with the U.S. Constitution.

One law bans firearms magazines, acquired after July 1, 2013, of more than 15 rounds. The other expands background checks to include transfer of guns from one person to another.

A federal judge blocked the law (PDF) from going into effect in 2012, a decision I viewed with approval and relief. Though I do not practice in Florida, I was appalled by the law, and was horrified at the thought that my colleagues there would face professional penalties for delivering appropriate medical care.

Unfortunately, the 11th Circuit Court of Appeals reversed the judge�s ban last Friday with an utterly flabbergasting decision (PDF). Stating that patients must �submit to the physician�s authority� (which is news to me), the court found that �the Act simply acknowledges that the practice of good medicine does not require interrogation about irrelevant, private matters.�

Everytown For Gun Safety, the latest iteration of Bloomberg and Co�s maniacal gun grabbing efforts released a new commercial titled �Will You Stop This ? � . Its a transparent effort to ban guns and further demonize men, cynically exploiting the tugging at the heart strings ploys the various gun banners have become famous for over the years.

The whole �right to carry� issue is a less visible frontier in the dispute over gun control than, say, restrictions on gun purchases. But that seems to be changing.

There is a substantial push for reciprocity laws that would allow states to recognize carry permits from other states. And part of the recent D.C. decision opened the door for that in ruling that visitors to Washington can�t be barred from carrying weapons.

Then there�s the rather more aggressive approach that seems to be popular mostly in the West of staging right-to-carry demonstrations.

A friend of mine is running for state representative. He gets a ton of questionnaires, including the two referenced in this submission. That would include the National Rifle Association of America and the Palmetto Gun Rights (PGR) and The National Association for Gun Rights questionnaire combo by co-joined gun interest groups, one headquartered in Windsor, Colorado. The second of the co-joined organizations has a PAC and a legal arm for lawsuits. A recent suit successfully sued for the right of postal workers to carry guns on facility parking lots, but not inside the actual Post Office. So, don�t tap any bumpers outside your local Post Office.

Police, dressed up like ninjas in black tactical gear and unannounced, try to open a locked door on a house, the WRONG house, in the middle of the night.

The homeowner hears the noise and tries to see who is in his yard. Men in dark clothing point guns with lasers at the homeowner.

Homeowner, with a laser beam on his chest and in fear for his life fires a warning shot through a window and flees to neighbor�s house to get help.

Once the police have finally identified themselves to the homeowner, the homeowner disarms. Then the police, who are at the wrong house and pointing loaded guns at the innocent occupant, charge the homeowner with reckless handling of a firearm!

Florida�s controversial Stand Your Ground law will once again be no refuge for Marissa Alexander, the Florida woman who fired what she said was a warning shot near her abusive husband, Rico Gray, and his two sons.

On Friday, Circuit judge James H. Daniel denied her request for a new hearing to seek immunity from prosecution under the law, finding that the legislature�s June revision to include such warning shots �cannot be applied retroactively� for a new Stand Your Ground hearing.

According to Himes and her 48-year-old son Bradley, the man had come to the door asking for help. Beaudoin, while covered in blood, told the elderly woman he had been the victim of an assault.

However, as Ethal opened the door, Beaudoin threw her to the floor, and started choking and beating her. Bradley screamed at the Beaudoin to stop, but he continued to attack the elderly woman. So Bradley ran to his bedroom to get his handgun, but Beaudoin followed. When Beaudoin lunged at him, Bradley shot him.

The responding deputy administered aid to Beaudoin, who was transported to an area medical facility where he later died.

On Friday, police say Steinmetz pulled his AR-15 off his shoulder and pointed it in the direction of a woman and her 17-year-old daughter. Nice.

According to court documents, Steinmetz was on Level 3 getting coffee from Starbucks, armed and ready for ... well, I'm not sure what this guy was ready for. He then walked over to the waiting area in front of the B gates where he "proceeded to remove the Stag Arm AR-15 from his right shoulder, thus causing the muzzle to face two victims sitting to the right," police wrote.

Mother and daughter told police they "felt in fear of their safety when the rifle was pointed in their direction." Ya think?

In defiance of the U.S. Constitution, the Supreme Court and even basic common sense, District of Columbia Delegate Eleanor Holmes Norton and now The Courier-Journal (editorial, July 25) continue to attack my effort to restore the right to bear arms in the District of Columbia.

On July 16, the U.S. House of Representatives passed my legislation that would block the District of Columbia from using federal taxpayer dollars to enforce various D.C. laws that infringe upon Second Amendment rights. The amendment passed by a vote of 241-181. Twenty Democrats even voted in favor.

However, the motion further stated that the district did not oppose a shorter 90-day stay, which both sides agreed to and Scullin signed, requiring the district to respond by Oct. 22. With the D.C. Council on recess until Sept. 15, this allows lawmakers just five weeks to hammer out a new gun law for the area�s 650,000 inhabitants.

Already council members, some of whom are distributing �Gun Free DC� signs are calling for the district�s stand on guns outside the home to be more strict than anywhere else in the country, for a specific reason.

Lanier made note of major public events such as the Fourth of July celebrations on the Mall and next week�s U.S.-Africa Leaders Summit, which is expected to attract dozens of world leaders, as places where gun carrying should be tightly restricted.

�There are a lot of big things like that, that we really need to think through what provisions are going to be valuable to us that are unique to Washington, D.C.,� she said. �Of all of my concerns, my biggest concern is, how do we designate what are the sensitive things that we need to provide security for?�

Does Democratic Attorney General Chris Koster support a measure that aims to boost the constitution�s �right to bear arms� in Missouri?

�Yes,� Koster said plainly last Wednesday.

Koster, a Democrat who was endorsed by the National Rifle Association during his 2012 reelection campaign, said he did not have any objections to Amendment 5, one of five constitutional questions voters will consider when they head to the polls next Tuesday. The measure asks voters to declare �that the right to keep and bear arms is an unalienable right and that the state government is obligated to uphold that right.�

The right to bear arms in self defense is enshrined in the constitution.

But is it absolute? ABC-7 investigated how some Americans are finding it more complicated than they thought.

"If they do happen to break into our house, they're in deep trouble," Las Cruces resident John Stevens told ABC-7 after a man armed with a hammer attacked his 79 and 80-year-old neighbors in Las Cruces. "We're well armed and I'm not afraid to shoot and really good shots, so is she. So if they come in here and I hear them, they probably won't get out alive."

The 90-day stay on that decision, however, buys lawmakers and police some time to decide what to do and ensure clarity about the law.

D.C. Council member Tommy Wells, chairman of the public safety committee, said that any rewriting of the new law will likely be able to restrict public possession of handguns to certain areas of the District. Wells is pessimistic about D.C.�s ability to keep the total ban, according to the Post.

Council Chairman Phil Mendelson remarked on the importance of the 90-day stay to work out more details concerning the new law.

Last Saturday, the U.S. District Court for the District of Columbia ruled that the city cannot prohibit individuals from carrying firearms in public.

Plaintiffs brought their case before the court after their permit applications�stating such an intention�were revoked.

The District of Columbia currently prohibits the possession of firearms except in cases where individuals hold an issued certificate for the firearm. However, besides retired police officers, residents may only seek registration �for use in self-defense within that person�s home,� effectively barring the issuance of permits for carrying firearms in public.

Citing the "stand your ground" law, the State Attorney's Office on Wednesday said it will not file charges against the man who shot and killed another man July 9 in a Silver Springs Shores parking lot.

Authorities say Colt D. Thriemer, 20, of Weirsdale, shot and killed Thomas James "TJ" Brown, 21, of Silver Springs Shores, during an argument in the Wal-Mart parking lot off Maricamp Road.

The tone-deafness off Giffords and her husband Mark Kelly even stretches to the title of their upcoming book. In September the couple releases an anti-gun screed with the unfortunate title, "Enough."

If your goal is to convince Americans to agree to water down their 2nd Amendment civil rights, why use the title of a popular Jennifer Lopez movie where an abused wife is relentlessly stalked by her ex-husband? The Lopez character teaches herself to fight back and eventually ends up trapping and killing the bastard. The point is that she does not enact The Giffords Plan and helplessly wait for The State to solve her problem; she does what it takes to defend herself.

An 86-year-old man who attempted to help police foil an armed robbery at a Crestwood phone store by firing at the fleeing suspect may not have broken the law, but firearms trainers say he ignored a basic rule of carrying a gun in public: Don't try to be a hero.

The man, who has a permit to carry a concealed gun in Illinois, won't face charges for firing two shots outside an AT&T store in Crestwood, according to the Cook County state's attorney's office. A police officer pursuing the suspect had to duck for cover, not knowing where the shots were coming from, Crestwood police said. No one was injured.
