"Fingerprints could be obtained from fired cartridge casings or detonated grenades using a device capable of detecting electrochemical changes to metal - even after intense heat."

"As global terrorism spreads and UK gun crime increases, police and forensics teams are stepping up efforts to catch the perpetrators. But obtaining fingerprint samples from firearms cartridge cases or explosive devices after they have been fired or detonated is notoriously difficult, as the traces of fat, amino acids or proteins that the dusting powder detects have been burnt off or largely altered."

"Researchers at the University of Wales, Swansea, are investigating the use of a scanning Kelvin microprobe to detect the electrochemical changes made to metal surfaces when they come into contact with fingers."

"U.S. Sen. Michael Crapo contends that the news media have not accurately portrayed his stand on search and seizure provisions in the Patriot Act." ...

"He said most people seem to have only a surface understanding of the act and its successor, Patriot Act II, which is pending before Congress. If members of the media and the public would take a closer look at the search and seizure provisions, he said, they would understand why the phrase 'sneak and peak' is not accurate."

"You might soon see changes in the amount of money taken out of your paycheck for state income taxes."

"A new law forces workers to have a higher percentage of state taxes withheld from their paychecks, even though many of those workers already overpay and get refunds."

"Don't panic; no one's taxes were raised. The total you owe at the end of the year will be the same, but the amount you pay on each paycheck could change."

"The change is aimed at keeping cash flowing into state coffers after federal taxes were cut. If lawmakers didn't bump up the state rates, which are based on federal ones, Arizona would have lost an estimated $14 million in cash flow in 2003..."

"While they're at it, perhaps Assembly members can vote to erect signs at state borders and airports that say: 'Welcome, criminals.' "

"SB60, as passed by the state Senate, prohibits the Department of Motor Vehicles from checking to see if California's newest drivers were ever convicted of murder or other violent crimes. SB60 also would make it illegal for the DMV to share fingerprints with American law enforcement agencies -- unless there's a warrant for a specific individual for a specific offense." ...

More prisoners, less crime

"The plunge in serious crime is pervasive; it crosses racial, ethnic, and gender lines and shows up in every income group and region. But welcome as they are, the new data are only the latest extension of a downward trend that first appeared in the 1980s, not long after the nationwide crackdown on crime got underway. The dramatic drop in criminal activity followed an equally dramatic boom in prison construction and a sharp surge in incarceration rates. The conclusion is obvious: Stricter punishment has led to lower crime."

"But it isn't obvious to the Monitor. Marks's story makes no mention of prisons or prisoners. It claims that criminologists are actually 'quick to list the reasons' why crime should be going up, such as the soft economy, cuts in local government spending, and the diversion of police from walking neighborhood beats to guarding public facilities against terror."

"The only explanation Marks can offer for the continuing reduction in crime comes from Alfred Blumstein of Carnegie Mellon University, who speculates that post-9/11, Americans may be treating each other more considerately. 'The only thing I can think of,' Blumstein says, 'is some sense of cohesion that's emerging as a result of the terrorist threat.' "

"Sidestepping deep debate over whether bounty hunters should be allowed to capture fugitives in New Jersey, an appeals court on Wednesday ruled that their right to carry a handgun on the job should continue to be granted on a case-by-case basis."

"The prelude to the ruling - eagerly awaited by fugitive recovery agents, the so-called bounty hunters - were decisions in 2002 by judges in Morris and Cumberland counties on whether five agents met the criteria of 'justifiable need' to carry a concealed weapon in picking up bail jumpers."

An FBI agent who fired his duty pistol into a Barbary Coast walk-in freezer while intoxicated has paid a $105 fine and thousands of dollars in damages to the Strip hotel to end the criminal case against him, officials said Wednesday.

Supervisory Agent John Hanson III, who remains under internal investigation by the FBI, paid Barbary Coast $12,507 on Aug. 8 for damages he caused when he fired his .45-caliber handgun into the freezer in May, court documents show.

Longtime observers of the local criminal justice system say Hanson, who was cited, but not arrested or jailed in connection with the shooting, received extremely favorable treatment from police and prosecutors compared to others who have committed similar crimes."

"Its great white hope isn't quite catching on. Between his questionable choice of advisers (one a prominent Democrat who wants to scuttle Proposition 13) and his liberal views on a host of issues, ranging from abortion, gun control and gay marriage, to his support of new high-spending big government programs (i.e., Proposition 49), the Terminator is a hard pill for the hard core to swallow. And, if the polls are correct, they're not swallowing."

"The Los Angeles Times poll showed Schwarzenegger drawing only 39 percent of the Republican vote. This despite the fact he's a household name, a movie celebrity in a state where Hollywood is king, the massive media buildup prior to his announcement ('will he or won't he?'), and the subsequent Arnoldmania that has swept the state. Yet, fewer than four in 10 Republicans in California are biting."

"It was John Jacob Astor who coined the phrase, 'If you want something done right, do it yourself.' Putting the Second Amendment first must be a national priority at the household level. If you are not willing to do something to support your rights, why should your neighbor do anything either? If all of us were making the phone calls and putting the money where are liberties are, our Second Amendment rights would not be in such jeopardy. It is obvious, therefore, that many people are seeking comfort in the idea that someone else will send the postcard and someone else will write the check. But it isn't happening."

" 'Incredibly, the Bush administration seems to have taken a page out of the Gore playbook on this issue,' said GOA Communications Director Erich Pratt. "At every point in the fight to arm pilots, Bush officials have dragged their feet, continually working against common-sense safety."

" 'It's been almost two years since 9-11, and yet our nation has fewer than 150 pilots who can defend their crews and passengers from terrorists,' Pratt said. 'If al-Qaeda makes good on its threat to hijack another plane, our only defense will be to send an F-16 fighter jet into the sky to blow it up.' "
