Proctor's deputy chief has been charged with three felonies, including personally possessing morphine that was seized as evidence in a pharmacy burglary.
Troy Foucault also is charged with theft and possession of a short-barreled shotgun. He is also a city councilor.
Police Chief Walter Wobig told the Duluth News Tribune that Foucault was placed on a paid administrative leave Wednesday.

A state Supreme Court ruling last year may have helped a jury decide to acquit a Lincoln County man last week, a lawyer for the man said.
Stephen Willis, 59, was charged with killing his nephew and attempting to kill another man near his Sias home in 2008. On Wednesday a jury found he acted in self-defense.
Prosecutors were not able to prove that Willis didn't act in self-defense. Willis' lawyer Danny Corey said he found a state Supreme Court ruling last year that helped the jury make its decision to acquit Willis. |

The idea that the constitutional principles are beyond the ken of the American people strikes us as not only condescending but inaccurate. The history of constitutional law is a long oeuvre of cases that were brought by citizens with no special training in the law, and more often than not no fame or special stature. Think Clarence Earl Gideon on the right to counsel, Oliver Brown on school integration, Norma McCorvey, who entered the captions as Jane Roe, on abortion, to name but a few. |

Take their gun debate.
In April, an appeals court ruled that regents didn't have authority to ban concealed weapons on campus. The decision was a challenge to their power. Any regent concerned at least with board control would have voted to appeal. But four conservative gun-rights supporters voted no on the item titled "Preserving the Independence of the Board of Regents."
One of the no votes was cast by Bosley, a Broomfield Republican who seems to think his Second Amendment views matter as a regent. To back up his street cred, he notes that while CEO of The Bank of Boulder, he gave away rifles and shotguns to customers who purchased certificates of deposit. |

"CAMP WILLIAMS -- Crews are working to contain a large, fast-moving fire burning at Camp Williams Sunday. Hundreds of homes in a Herriman subdivision are being evacuated.
According to Lt. Col. Hank McIntire with the Utah National Guard, the fire broke out at the Camp Williams machine gun range during a training exercise just before 3:30 p.m. The flames are spreading quickly."
Submitters Note: We always hear in the news about those awful gun enthusiasts and their lack of respect for nature, who like to cause fires. It sure is a good thing that government doesn't trust us with new machine guns, because we might start a fire. Those in government are the only ones responsible enough to shoot MGs at tinder dry weeds. |

Armed criminals should take notice.
Next time they try to mug someone, rob a convenience store or take a person's car at gunpoint, the would-be victim or victims also could be carrying a weapon.
A growing number of Texans have applied and are authorized to carry concealed guns, show Texas Department of Public Safety records.
Figures for the 2009-2010 fiscal year, which ended Aug. 31, have yet to be compiled, but at the end of calendar year 2009 the number of concealed handgun licenses increased 61.4 percent compared to the previous year, DPS reported.
"The demand for concealed handgun licenses remains high," agency spokesman Tom Vinger said. "For more than a year we've had extra personnel to handle the demand." |

A Wayne County deputy sheriff who lives in Livonia was arraigned Friday with 11 felony counts in the alleged sexual assault of a 24-year-old female relative.
Roderick Vincent Calhoun, 42, a 14-year veteran with the Wayne County Sheriff�s Office, was charged in a video arraignment with four counts of first-degree criminal sexual conduct, four counts of third-degree criminal sexual conduct, assault with intent to do great bodily harm, felonious assault and committing a felony with a firearm. |

The Franklin County Sheriff's Department says a dispute that broke out in a trailer at Capital City Mobile Home Park in Franklin County turned deadly Saturday night.
Police say Doug Harrod was in Eugene Biggs' trailer around 6:30, when the two started fighting. Police say they believe Harrod at one point starting hittin Biggs with a baseball bat. They say Biggs stabbed Harrod.

The sheriff's department said as of Saturday night, no charges were pending. They said they are looking into the possibility that Biggs was acting in self-defense. |

In the book, he points to District of Columbia v. Heller, the case that established for the first time that the Second Amendment protects an individual right to gun ownership. Scalia, writing for the five-member majority, and Justice John Paul Stevens, writing for the four dissenters, including Breyer, both looked extensively at the amendment's historical roots. They came up with completely different interpretations. |

I have been a self-proclaimed Democrat since I knew what the word meant. I am pro-choice, pro-gay marriage and pro-health care reform. But I know why many people in South Carolina support and plan to vote for Nikki Haley in November.

Haley strongly believes in the Second Amendment. On her website, she states that she herself holds a Concealed Weapons Permit. As governor, Haley would work to fight against any legislation in discord with the Second Amendment. This is an important issue because everyone needs the right to protect him or herself. I myself don�t have a Concealed Weapons Permit, but I can see why people feel the need to carry handguns and understand why Haley feels it is an important issue. |

That remark came from a certain military officer (an officer who will remain unnamed here), during a special press briefing I attended regarding upcoming foreign troop deployments.
The news of a threatened �Koran burning ceremony� to be held in Florida was being widely reported at the time, and a journalist had asked the Officer for comment.
In response to the Officer�s comment, I followed up by asking �if Americans didn�t exercise their Second Amendment rights, would the troops be safer?�
� With all due respect, I think you�re politicizing the matter, sir,� the Officer said to me, �and I have no further comment�� |

Dillon Pearce has no idea how much he spends on hunting supplies.
"My wife could probably tell you," he joked. "She could probably tell you down to the dollar. But I don't think too much about it. It's what I love to do, so it's money well-spent."
Duck hunting is Pearce's "passion." During the fall and winter, he spends as much time as he can in a blind, "getting up early, in the cold and hoping for a good day" of hunting.
He tries to stay on a budget, as a man with two children has to do, but it isn't always easy. It seems like no matter how much gear he has, there's always something else to buy. |

Filler-Corn was opposed to the recent law that allowed concealed handguns in bars and restaurants. "I support the Second Amendment, but guns and alcohol should not mix," Filler-Corn said. She fears that the presence of concealed handguns will not allow patrons to evaluate a situation the way the previously mandated open carry did.
As Filler-Corn, a long-time Democrat, knocks on doors and talks to constituents, she likes to emphasize that she is focused on results, not partisanship. She only won her March election by 37 votes. "The key really now is being open-minded and working across party lines, especially when you talk about the forty-first [district]," Filler-Corn said. "They want someone who can further their goals." |

At the risk of sounding like a �broken record,� gun ownership has risen to an all-time high, and violent crime has fallen to a 35-year low.
Coinciding with a surge in gun purchases that began shortly before the 2008 elections, violent crime decreased six percent between 2008 and 2009, according to the FBI. This included an eight percent decrease in murder and a nine percent decrease in robbery.
Since 1991, when total violent crime peaked, it has decreased 43 percent to a 35-year low. |

Oh, it's quiet out there. Nobody is talking, unless, of course, you've been suckered into thinking public relations wars are the same as talking. Which they aren't. Only talking is talking. I'm not anti-police. To the contrary, I admire the men and women whose job it is to make life and death decisions in nanoseconds to protect and serve the security and sanity of the city I call home. And, while I'm not a Gun Guy, neither am I anti-gun. To the contrary, I own guns, mostly because my son is a Gun Guy. And I'm certainly not anti-Erik Scott, whom I've never met. Won't, either, because Erik is dead, having been shot July 10 in a confrontation with Las Vegas police in front of Costco in Summerlin.

A local hospitality industry that has opposed recent efforts to expand gun rights in bars and restaurants may soon be welcoming the nation's largest Second Amendment advocacy group to Nashville.
The National Rifle Association and city officials are in final negotiations to bring the organization's massive annual meeting to Music City as early as 2014.

Nevada GOP Senate candidate Sharron Angle told a crowd of Utah Republicans that she needs their help in order to "take out" her opponent, Senate Majority Leader Harry Reid (D-NV), before quickly realizing that she had slipped and made a poor choice of words. From The Salt Lake Tribune:
"In Nevada, we understand we have the opportunity to take out -- to defeat," she said Saturday, laughing and inspiring a laugh from the crowd. "I really have had to find a whole new vocabulary since the primaries."

There might not be a more respected or more admired organization than the National Rifle Association. The nation�s leading gun rights association was honored last week when a couple hundred gun enthusiasts met at King�s Restaurant on U.S. 70 for a �Friends of the NRA� banquet.
It was a pretty exciting night for those in attendance; 20 minutes into the meet-and-greet portion of the event, there was a line stretched outside the banquet room all the way into the parking lot.
And the crowd inside � including prominent local Democrats and Republicans alike � was diverse and the conversations were varied. |
