The Belltown neighborhood has a recurring problem. The same group of criminals keep causing trouble.
The same group of about 50 people have been arrested over 2,700 times.
"We have a pair of beat officers down there in Belltown and Third Ave., that area, we asked them to identify the 50 most problematic individuals they deal with, and then we ran the analysis on them," says Seattle Mayor Mike McGinn.
McGinn says he doesn't think it's a problem with police presence in the area.
"This is not a problem of having sufficient officers down there to arrest people. If it was a matter of arrests, we would've solved this a couple thousand arrests ago."
McGinn says the issue is becoming a costly problem.

A Bronx grand jury on Friday indicted 17 New York City police officers in connection with a two-year probe into allegations of widespread ticket-fixing in the NYPD, according to law-enforcement officials. The group includes a lieutenant, two sergeants and 14 police officers, all in the Bronx, several of whom are union delegates, the officials say. The indictments are likely to be made public next week by the Bronx District Attorney's Office, the officials said. The office declined to comment. The officers likely will be allowed to turn themselves in. |

Bill Lindsay opined Saturday to a trio of eager students about the marvels of the Glock 9-millimeter polymer handgun.
Over the last decade, the lightweight pistol had overtaken Smith & Wesson as the premier law enforcement sidearm, he said, because of its durability and design. The pistols were omnipresent in the world of small-fire enthusiasts, the firearm instructor and retired sheriff's deputy said.

The Rev. Tim McCray, who worked with the rest of the Myrtle Beach Ministerial Alliance in putting together the first local buy-back, said they collected 138 guns. The overwhelming majority of those were handguns, and McCray didn�t believe any shotguns or automatic weapons were turned in.

The Seattle Police Department and Seattle Police Officers Guild are locked in a legal battle over who should have access to videos recorded from officers� patrol cars, with the guild accusing SPD management of using the tapes for �disciplinary fishing expeditions.�
Earlier this year, the Seattle Police Officers Guild filed a labor complaint with the state after command staff within the department began reviewing videos filmed by officers� in-car cameras in February.
The police guild fired off an Unfair Labor Practice complaint to the state, contending SPOG�s contract says in-car videos are only supposed to be available to the Office of Professional Accountability for reviewing misconduct claims. |

A ban of guns and dangerous weapons is in place for four buildings operated by Woodbury County, but there is still no mechanism to enforce it.
Enforcement of the ban, passed six weeks ago, has still not been addressed by the five county supervisors and no actions are pending.
Woodbury County Board of Supervisors Mark Monson of Sergeant Bluff told the Journal the county safety committee will discuss the matter but there is no timeline to settle on a solution. Monson said the committee is busy working on injury prevention of county workers.
"We'll slowly work through it," he said. |

In light of all the ghost stories told in regard to this past session's Senate Bill 292, also known as the Firearms Pre-emption Law, I feel compelled to share the truth with the general public.
First and foremost, this legislation, which I authored, is a constitutional measure. In particular, it addresses the rights given to all Hoosiers and Americans by the Second Amendment to the U.S. Constitution, which seems to be the one element of our Bill of Rights that comes under the most relentless attacks. |

An internal memo which indicates "political appointees" were involved in Gunwalker is being withheld from Congress, Acting ATF Director Kenneth Melson told investigators in July. The inspector general at Justice obstructed their inquiry, lead congressional investigators said Wednesday.
Gunwalker is a sting gone wrong, the administration claims. Since ATF had no authority to follow the guns across the border to make arrests -- and made no effort to coordinate with Mexican police -- this is unlikely. |

Police said a man was shot to death, early Sunday morning, inside an apartment home on the far east side.

Police said the victim went over to his ex-girlfriend's home. Investigators said the two got into a fight and she shot the victim in self defense.

Well, here�s another one. Let�s presume for a moment that the health-care mandate doesn�t violate the 10th Amendment and somehow falls within the commerce clause. Couldn�t Congress require every U.S. resident to buy a firearm using the same rationale? The necessary-and-proper clause would also surely apply, because the Second Amendment specifies militias as �being necessary to the security of a free state.� |

Our streets are flooded with guns. In a country with just over 300 million people, there are just under 300 million guns in our neighborhoods.
Guns have been used to murder about 100,000 people in the United States over the past 10 years. By comparison, approximately 6,000 American soldiers have died in the wars in Afghanistan and Iraq during that same period. |

West Palm Beach's mayor doesn't want guns in city hall, and who can blame her? Allowing firearms into public buildings that serve as an arena for political and legal conflict invites trouble. Unfortunately, it's also the law.
That the law is amply clear seemed for a while not to matter. This month, Mayor Jeri Muoio vowed to continue banning firearms in the building after Oct. 1, when a new state law imposes stiff fines on local governments that continue to enforce their own firearm regulations. |

The recently uncovered covert U.S. Government ATF (Bureau of Alcohol, Tobacco, and Firearms) sponsored gun running operation now dubbed �Fast and Furious� was purportedly designed to track the movement of guns sold to known straw purchasers here in the U.S. to their ultimate destination the drug cartels in Mexico.
How this botched operation was supposed to work is beyond me as our tracking operations stopped at the border. It has been since established that other government agencies, DHS, IRS, DEA, ICE, as well as the Obama Justice Department were well aware of this scheme. |

Police said Sunday they are at a loss to explain the motives of a gunman who terrorized the area near Issaquah High School on Saturday by firing two rifles randomly and aiming the weapons at passers-by.
The man was shot several times by responding officers when he opened fire at them, and he died at the scene. He was identified later as a 51-year-old Maple Valley man. His name was not yet released.
No one was else was injured during the bizarre episode - which Sgt. John Urquhart of the King County Sheriff's Office said was a miracle.
"There were lots of people up there, lots of kids - this could have been a lot worse," he said. |

Ross MacInnis was 10 years old when he built his first gun.
Now, 78 years later, the Shubenacadie man estimates he�s owned about 6,000 firearms in his lifetime.
�No one in my family had guns, and when I was a small kid every Christmas I had a clubs manual � it was a British book. Every month, this magazine published a story and they were all put together as a book. They were stories about the First World War and hunting. Almost every article would have something about guns.�

According to police, a 20-year-old Hispanic man pulled out a gun and demanded wallets and cell phones from six customers who were in the bar's patio. Then, the customers attacked the gunman and one of them stabbed him with a pocketknife.

A glaring hole in weapons regulations at the College of William & Mary has prompted the administration to tighten up.
Ever since the Virgina Tech shootings, administrators have been edgy about guns.
A weapons policy for the college had been cobbled together from the Code of Virginia and college handbooks, but amazingly no cohesive regulation existed. A proposed rule went before the Board of Visitors this week.
